If I was planning on using the Dragon I would have him be more of a plot device and a hit and run monster and eventually when they would gather enough power it would get srious him with or without his lieutanants and minions.

They are not power gamers and have balanced characters for the most part. They will probably end up with less items then normal as I am using the Dark Sun campaign suggestion which removes items.
So basically it seems that despite the boss is 3 levels higher I still need to stack the fight against them by giving the dragon a couple of minions and maybe a body guard or two.

I don't think it's possible to prepare for this fight without knowing what the characters are actually like at that level. Or, anyway, you can't plan for a specific outcome. Most likely they'll pound straight through an encounter the current guidelines state would crush them, so don't be surprised if they do.
In general, at any level, it's very difficult to plan the challenge level of a fight. Fights that seem easy can be hard, fights that seem hard can (more frustratingly for the DM) be easy. Not that you shouldn't try to get the outcome you want, but be prepared for the opposite outcome.
But by that time you'll have plenty of experience.
