So I really like the idea of a garotte focused character... ANd yes, I realise hat the weapon and it's support are crap. But I'm going to go ahead and ask for your advice and or (nice) criticisms :P
I played around with a hybrid assassin rogue for the at will Garotte srtangle and the fact that the Garotte MC feat allows sneak attack use. (YAY)

Oh, The character is built to lvl 22 as a backup for if my current character dies...
And the feats really arent in order at all.

As a hybrid, you'd only get sneak attack on rogue powers and attack finesse on assassin attacks. It's not entirely clear which class's attacks you'd be focusing on.
When I think Garrote, I think Brawler Grappler or Cunning Sneak Rogue. If you still want to go Rogue|Executioner, you could focus on being hidden as often as possible, then using Garrote Strangle for your finesse damage. WSG and Pin Down work well, and Killer in the Crowd or combining Drawn Shadows with an Enshrouding Candle would let you gain concealment to try to regain stealth. You'd only have a +5 to defenses, since it would be pretty easy to guess the correct square of the shadowy figure strangling your buddy, but that's still hefty, and Garrote Strangle doesn't care if they know where you are, only that you're hidden. The best part of that is that you aren't losing hidden by sustaining the grab, since it's not an attack, so once they're pinned you can hide in their shadow indefinitely.
I'd suggest adding Shadow Master Ki Focus, since Rare items aren't usually seen in CharOp builds (something about rarity rules, I figure it would be hard to justify just buying the Ineffable Secret of Death in a shop), Serpentine Bracers and Shadowdancer's Gloves so all of your attacks while hidden deal an extra 1d8+1d6+4+enhancement. It wouldn't help you if you just sustained the grab, but you wouldn't get Attack Finesse either, so you'd be relying on Crushing Grab.
A problem with this build suggestion is that you'd really only be hitting an enemy once, meaning you wouldn't really be able to take advantage of WSG, and Feyslaughter wouldn't help since you'd technically only be attacking once. Not being able to attack with the garrote again is something of a hindrance. Option B would be to simply not sustain the grab, and re-apply each turn, adding your hidden bonuses and attack finesse and WSG and pin down, and you'd still gain the benefits of them being immobilized on their turn - this would be your higher-risk, higher-reward scenario, although the stay-hidden-if-you-miss benefit from Mark of Shadow mitigates that risk somewhat.
Sorry for the rambling, it's 9 AM here and I'd rather not be working, but I think some of that might have been useful. Not focusing on Rogue attacks would also free up some feat slots that could be used to buffing your attacks, and staying only Rogue|Executioner/Fighter would mean you could pick a different paragon path. Shadow Assassin wouldn't be bad. I'm sure there's more I'm missing...

I have been playing a Kenku rogue/executioner. Although it may not bet as good as a optimised rogue, it has still been a fun character to play. I took Death Dealer for a paragon path and with slaying action can do quite a bit of extra damage with an action point. I mostly use the executioner powers when I can't get combat advantage or for opportunity attacks. I did take garrote strangle though, and it is a fun flavourful power (that I have used out of encounter on NPCs for some reason). I am going to check out some of your garrote feats and powers. For my character, I have liked Master at Arms, as it frequently changes weapons from main weapon rapier to dagger and garrote. I also like the Iron Armbands of Power.
