Hey, I'm new to the forums, but have been playing since 3.5. I play a cleric in 4th edition, and I have the Dismissal (level 9 daily) cleric power from the Divine Power book. The effect hit line is "The target disappears into an extraplanar prison (save ends). Does the target get a full complement of actions while in the extraplanar prison? I have used this power on creatures that have then used a standard action while in the extraplanar prison to give themselves a heal check in addition to the save at the end of their turn. The power description does not define what actions may or may not be taken while in the prison, nor is there a definition of "an extraplanar prison". Do creatures sent to an extraplanar prison get a full complement of actions? This is one of my favorite powers and I would like to have a more precise description of what creatures can and can't do while in "an extraplanar prison".

Dismissal seems to me to be a "removed from play" effect.
A creature that is removed from play cannot take actions, although its turns start and end as normal. (So it continues to take ongoing damage, it regenerates if it has regeneration, it gets to save against all effects on it, etc).
The difference between madness and genius is determined only by degrees of success.

The power in question was written before the whole "removed from play" effect was introduced, and as far as I know hasn't been updated, so by RAW it just puts the target in an extradimensional prison where it does whatever the hell it wants until it comes back...
Since it's only a 9th level power, giving it a "removed from play effect" would probably be a bit too strong...

You can't use the Heal skill to give YOURSELF a saving throw. Only another creature adjacent to you.
