Regarding the Elemental Pact, is there a RAW answer to the question of what happens when, after your pact boon triggers, you use a power to curse multiple foes at once? It would make sense to me (and I'd probably default to this if I were GMing and a player asked me) that you would choose which target gets the vulnerability, but is there a specific clause anywhere in the written rules we can point to and say "that's why"?

If you have not modified it, you have to curse the closest target to you. With a paragon feat, it becomes the two nearest ones. If you have the hexer paragon path, it is anyone within close burst 5 then beyond that it is the closest one. There is a racial feat that allows you to curse a target that hits you.
But if you read the pact boon, it states "the next enemy" so I think that it would be the first one you cursed in the area. I.e. if there are 10 people around the target and you trigger rod of corruption, it is the first of those 10 enemies that would get the elemental pact boon.

Under level 19 daily powers, delusions of loyalty (a "quasi-dominate" power) is gold, while voice of the dictator (an actual dominate power) is light blue. I'm a bit confused at why this is the case. Does anyone have a good Kinglock build? I'm starting a new game at level 11. I kinda want be a half-elf if possible 
I posted my build here (coincidentally a half-elf kinglock!), but I haven't received any feedback yet. Still, I did a bit of research on the powers and feats, so I'm hoping it should be good. If you have any comments about it though, please tell me.

Under level 19 daily powers, delusions of loyalty (a "quasi-dominate" power) is gold, while voice of the dictator (an actual dominate power) is light blue. I'm a bit confused at why this is the case.
I'd guess, because quite a lot of mobs have specific resistance, or immunity to, or ability to remove, domination, particularly at high paragon and above, whilst significantly fewer have the ability to remove or negate quasi-dominate effects.
E: also, Delusions of Loyalty is Reliable.

Looking over things, the Malec-Keth Janissary path should be rated high for elemental warlocks because it allows you to add the elemental damage to even off turn attacks.
For Example: Warlock has Malec-Keth Janissary, is elemental/sorcerer-king and has mindbite scorn, killing curse, WLR, and WLMR. If a cursed target, that the warlock has hit, hits the warlock, warlock can hit the target again doing the curse damage and the extra damage will add the element that matches the affinity so it is much easier to add damage and would add the vulnerability damage as well.
I have been searching for ways to add the type to match the affinity and I have found multiple ways to do each that could be relatively easy to get.
Acid = Gloves of Eldritch Admixture, Malec-Keth Janissary Cold = Gloves of Eldritch Admixture, Malec-Keth Janissary, Frost Weapon Fire = Burning Fist Ki Focus, Flaming Weapon, Gloves of Eldritch Admixture, Malec-Keth Janissary Lightning = Lightning Weapon, Forked Lightning Ki Focus Thunder = Thunderfist Ki Focus, Malec-Keth Janissary

... except "extra" damage from curses is independent of the power in question. You're not using an Acid power if you hit someone with an unadmixtured Eldritch Blast and use the Gloves to make your curse deal Acid damage, for example.
That's why Lightning Weapons, Radiant Weapons, etc., don't do anything to Curse dice - it's extra damage as a product of a game element outside of the original attack.

What concepts are there for Hybrid Warlock | Paladin? I figured it would be a bit of a charge build (both so that you can use your standard to move and attack so you can downgrade your minor for either challenge or curse), with the feat for d10s on challenge+curse, the feat for an extra d6 (taking Sorcerer King), and taking White Lotus Riposte (not Master for obvious reasons). And I think I'll be a Tiefling. So what I know I'd want: Crimson Fire Imperious Majesty White Lotus Riposte I also think White Lotus Master Hindrance would be a good choice as well. White Lotus Hindrance could combo well with either Boots of Adept Charging or Cormyr Purple Dragon. So what you do is charge with Eldritch Strike so they'll be under your riposte and you'll have hindering terrain all about you. This will keep most monsters from being able to charge you, so they'll need to spend two actions to attack you, or spend however many they need to attack your allies (hopefully two in Paragon if I take Master Hindrance). It also sets up the ability to charge in the next turn if needed. So, I think this has been done before but maybe not for awhile. What else should I be considering? EDIT: Just remember, one of the things I'm unsure about: Paladin Armor Prof or Shadow Walk + Int as secondary? This sure is a feat-starved buid. Here's a first try. Spoiler:
