I absolutely love the Neverwinter setting, so I was hoping that some more stuff was forthcoming. The books really only cover the heroic tier; is there anything planned for the other tiers, or is it just assumed that heroes "graduate" to the Forgotten Realms setting?

Still vaporware as far as I can tell. What was previewed at game cons was the basic shell of the game. It was still impressive enough to win an award "Best of E3" but it was not a complete game. Remember, Duke Nukem was previewed for about 10 years before release. I'll believe Neverwinter when it's installed on my computer and I'm playing it. Cryptic needs to do a LOT to earn back my faith.

LFR is going to be having a Neverwinter region next year with at least three adventures set there.

Neverwinter is getting changed because its has a new owner. Its getting expanded and new people are being hired. Perfect world has way deeper pockets then Atarai, which is why more people are being hired at STO and possibly Champions too. Cryptic had big ideas and was starved for the resources needed to put it togther. That's why Neverwinter wasn't origionaly an mmo, they didn't want to go though that again. Then deep pockets Perfect World bought Cryptic and now they have the cash to build the kind of game they always wanted to.
