Some question about this ...


1.- Does a Player  move freely underwater? or does he needs to roll athletics to take a move action?

2.- Can a Player or Enemy be "knocked Down" on water?

3.- Can a Player "shifts" underwater? 

4.- Can a player "charge" underwater?

Rules Compendium p255: Aquatic Combat.

Specifically, and assuming the PCs don't have Swim speeds, which most don't:

1: He needs to make an Athletics check to swim if he wants to move.

2: I assume you mean Prone there, and yes.

3: No.

4: Yes.

1. A creature can move freely while Swimming but is required to make Athletic checks if it doesn't have a Swim Speed and thus will otherwise have to spend an extra square of movement for each square it enter while Swimming.

2. Yes Swimming doesn't affect the Prone Condition specifically. 

3. No a creature cannot Shift while underwater unless it has a Swim Speed, because you cannot normally Shift while using a Movement Mode that requires a Skill check. 

4. Yes, taken that he doesn't fail the Swim check, otherwise it will stop moving and treat water or sink.

So, if you are prone while underwater..you still need to "stand up"?

or can you move while "proned" on the water.

Nothing about underwater combat alters the prone condition. You still have to stand up. Think of it as "not properly oriented for effective movement", not just lying down.

He's not prone, he just doesn't know which way is up at the moment, and is frantically flailing about trying to reorient himself.

Yes one can still move while Prone underwater by Crawling, Teleporting or being Pushed, Pulled or Slid.

You'd most likely Swim 1 square while Crawling though, since Crawling makes you move at half Speed and while Swimming you spend an extra square of movement for each square it enter.
