Communication is REALLY nice. Utility heal that give you temps at 3+ half level AND allows an ally to spend a surge.

Bit hit and miss on the powers. The teleport is quite good, the sense magic and quell magic ones aren't so. Wonder where they found the eladrin porn starlet?

I think that perhaps the most interesting part of the article is the sidebar at the beginning. Bregan D'aerth Spy is a theme that gives nothing of great note except for levitation, and now any drow can pick them up as utilities? That's an... odd design decision.

The Drow 6, the Elf and Eladrin 16s are the only interesting things, and you've got stiff competition for them all regardless.
The most useful point of these utilities is that by the language of the article, you can take them instead of a "fixed" class utility and then retrain back to a different utility, getting around those non-option levels.
