The Dimensional Cleave series of encounter powers is a trap for non-ensnaring swordmages. Aside from CharOp tricks, there's no reliable way for a level 1 swordmage to teleport a target adjacent to itself on its turn. Over their career, there are only a handful of powers in the swordmage arsenal that make it possible, and designing encounter powers for such a specific power selection is a trap.
The powers should be simplified and have Prerequisite: Ensnaring Swordmage or be re-designed to be plausibly useful to all swordmages, with a rider for ensnaring swordmages (e.g. Fettering Aegis).

Dropping the "on your turn" is the simplest correction.
