At-will, none.
The encounter powers that add to your own attacks do 1[W] or d10 or 2d6 or stuff like that. Definitely no striker level damage boosts.

Skalds won't be doing much personal damage, but here are some enabling powers from Epic tier that offer nice damage:

True Prescient Warning
Bard Attack 23
Encounter (Arcane)
Immediate Interrupt
Ranged 10
Trigger:  An ally within 10 squares of you is hit by an enemy's attack
Target:  The triggering ally
Effect:  The target can make a basic attack against the attacking enemy as a free action, dealing 3D10 extra damage on a hit.

Greater Dimensional Step
Bard Attack 27
Encounter (Arcane, Teleportation)
No Action
Close Burst 5
Trigger:  You hit an enemy within 5 squares of you with a basic attack using a weapon.
Effect:  The attack deals 1[W] extra damage to the enemy you hit, and you and 1 ally in the burst can teleport to squares adjacent to that enemy.  The ally can then make a basic attack against that enemy as a free action, dealing 1D10 extra damage if the attack hits.

I think Skalds may end up with a fairly decent action economy problem, especially in situations where they have to use move actions.  So many of their powers and effects require a minor action (including turning the aura on in the first place, every encounter). 

Charging will help, and the fact that you don't have to spend the actions to heal will help (although at times it may be a burden on your allies to have to use their actions and/or change positioning), but they still are forced to kind of gradually add up buffs over several rounds rather than being able to enable a good nova round early on.  Overall it seems to support a kind of drawn-out, war of attrition style combat, which really isn't the direction things should be going.

I think it's an interesting take on the class, and I don't think it's bad, but I don't see it being much more effective in play than existing middle-of-the-pack leaders.

Is the aura an at-will power (w/ encounter heals)? If so, you can just turn it on when you wake up each day.

If it is in fact an encounter power, then that really is a weakness.  Action tax, boo.

its an encounter power that lasts all encounter and if it goes away for any reason you can put it back up as a minor action. It really should have just been at will.

There are no new rages in the book.  Every attack level (except for 29) has one martial and one primal power.

The primal level 5 daily (Feral Rampage) lets you attack twice (two different creatures), but I'm not sure that's what you mean by multiattack

Torrent of Destruction (level 19 primal daily) lets you shift your speed and make a 4[W] attack against each creature you are adjacent to during the shift.

Not exactly, but it is a boon, and Torrent of Destruction sounds.... well I dont think bad ass is a strong enough a word for it. Kinda sucks about not getting any rages, they may not benefit our new at will's, but they do put us into frenzy (which does). Without having the new powers to look at right now; my current plan is 2 rages, and 1 martial daily, with my Paragon daily being the 4th. 

Thank you for the at will, it appears my deciscion is made for me. Pact Outcast gives me, "Enemies who are next to you grant combat advantage". So Jarring Strike (which is an awesome at will power) is redundant for me. The other 3 are getting my stern looking at and considering. Since my accuracy is so high, it makes me wonder if heroic effort will continue to be worth it, and I like all 3 at will powers.... so I think I will take them all. (Shifting 2,Slow teoynt, and push and shift. All usful defensively and offensively.)

It's an encounter power? That's kind of bizarre, considering that defender auras are all formatted as at-wills.

Level 25: Zeal-Inspiring Tale (minor) - each time an enemy in the aura misses an ally, that enemy provokes an OA from that ally

Level 29: Climactic Crescendo (minor) - Once before the end of the encounter, when you or an ally in the aura hits iwth an attack, that character can turn that hit into a crit on that enemy
