Well not exactly it doesn't. But I'm going to take a stab and say that you want to take a say...dancing dagger which is a magical weapon and make it a ki focus. If I'm wrong, correct me but I'm running with this stab.
I guess first for me is the question all parents hate, why? Running with the example of a dancing dagger, why would you want it as a ki focus? Is it because you're trying to keep down the number of items you got so you're trying to combine effectively two magical items into one? Because to be honest, a ki focus can be anything so it really shouldn't matter in that regard.
Another question would be are you wanting a magical ki focus as well as having it have the dancing enchantment on it? Because that just can't happen, sorry but that's two enchantments on one item which doesn't fly legally. So if that's your angle, then simply no.
If you're not trying to give say the dagger two enchantments(the dancing and whatever ki focus enchantment you want), then I hazard to say it probably is still a no. From what it sounds like you're basically wanting to get say a +2 dancing dagger and call it your ki focus and then be able to use that +2 enhancement on your implement attacks as well as your weapon attacks.
I don't think that actually works, since the dagger would be enchanted as a weapon I'm not sure you can actually claim it as a ki focus and basically get a free magical ki focus and the enhancement bonus to implement attacks to boot.

No, you can't. You have to choose which ehancement and properties/powers to use in each attack - the ki focus or the weapon.
