At least, not on my Blackguard Dragonborn....
The weird thing is, I swear I saw the exact description; but when I go to pull up Dragonbreath Warrior - it's not listed (even leveled the character to 22 - figuring I missed something...)

Prerequisite: 11th level, dragonborn, any martial class
Unless you have multiclassed to a Martial class, you shouldn't be seeing it. Blackguards are Divine.
