I was needing some easy low level npcs for a game i am running, so i am looking for a generator and/or some NPC character sheets. i know that some other RPGs have sheets designed for npcs.

If they're combatants, you use the monster creation rules, or grab a human or elf or whatever from the monster books, or refluff another monster into a human or elf or whatever you need.
If they're noncombatants, they don't need stats and operate acccording to the needs of plot.
Another day, another three or four entries to my Ignore List.

The character generator builds PCs, not NPCs. It's bad practice to use PCs as NPCs because they're not designed for it and they will very likely lead to anti-climatic battles.
But basically what Salla said. NPCs only need as much info as the plot demands, and they're monsters when you fight them. The Monster Manual has some examples of regular enemies.

The easiest way to snatch some interesting NPCs out your magic DM hat is this: Create 3 lists - one containing first names, one containing last names (if necessary) and one containing some memorable feature you can roleplay in a conversation (stutters, blinks nervously, cleans fingernails with his knife, etc...). You can pick entries from those lists, or roll dice to random it up, whatever you feel appropriate. You can also add addional lists for more background info, but that should not be necessary for some random NPC. Thats vague. Then in my book its not really an NPC, its just another monster with race human or elf or whatever.

Thats vague. Then in my book its not really an NPC, its just another monster with race human or elf or whatever.
Same thing. If it's not a PC, it's an NPC by definition.
