I have some questions about the pandemonic silver special material from Complete Warrior:

Is its effect a continuous 30' aura while the weapon is unsheathed?

or does its effect happen only when the weapon is initially drawn, but not while it continues to remain drawn?

How often can a creature be affected by its effect?

Is it one of those save once, don't need to save again for 24 hours effects?

This is one of those occasions where the description simply doesn't cover the details; "whenever it's unsheathed in at least a light breeze" could mean either just at the point it's drawn from the sheathe or at any time it's out of the sheath.  In this context the word "unsheathed" could refer to either possibility, so it's ultimately up to your DM.

But given the lack of a described interval, I would be inclined to say that it only happens when you draw the weapon.  On the plus side, cowering is a very nice condition to put on your enemies, and there's no daily limit or any indication that a save (successful or otherwise) makes someone immune for any period of time, so it should have a chance to work every time you draw the weapon.

As a fun possibility, take some inspiration from "Sweeney Todd" and fight with gnome quickrazors (from Races of Stone) made of pandemonic silver; every time you flick one out for an attack, you force another saving throw.

Zauber's Mutable Rod: This rod has a number of useful functions that make it easier to live in the wilderness.  It is made of polished wood, with five studlike buttons on one end.  Each button produces a different effect when pressed.  Unless otherwise noted, the rod’s functions have no limit on the number of times they can be employed.
        When button 1 is pressed, one end of the rod produces a small flame, equivalent to a candle.
