Switch to Forum Live View Neverwinter CS in other worlds?

Can the upcoming Neverwinter CS work in non-FR worlds like the vanilla Points of Light (aka Nentier Vale) or Eberron?  Or is it sort of like an add-on campaign for FR?

My group doesn't play FR so I want to know if it's something we could use or if we should skip it.

You can use anything out there in any way you like.
Reflavoring: the change of flavor without changing any mechanical part of the game, no matter how small, in order to fit the mechanics to an otherwise unsupported concept.
Retexturing: the change of flavor (with at most minor mechanical adaptations) in order to effortlessly create support for a concept without inventing anything new.
Houseruling: the change, either minor or major, of the mechanics in order to better reflect a certain aspect of the game, including adapting the rules to fit an otherwise unsupported concept.
Homebrewing: the complete invention of something new that fits within the system in order to reflect an unsupported concept.

Default module =/= Core mechanic.

It should be readily portable to most other settings, as long as there's some location that such a city could reasonably fit. The names and some of the history might need to be changed, but otherwise it'll largely work as-is.

  Eberron might pose a small challenge, mainly because it works under a different set of assumptions than does the FR and D&D generally. It's not insurmountable, but you'd need to make some adaptations (the differences in religious structure, changing the source/nature of some of the threats, etc).
