Teleportation requires line of sight, and the first line of the blinded condition explicitly states that you can't see, so I don't know how you can argue that you can teleport while blind. Blind does say that targets have total concealment from you, and total concealment says it means you can't see whatever has total concealment from from. Line of sight says that you need at least 1 clear line from you to your target, and if you are blind you don't have that. Any line you draw DOES touch an object or effect that blocks your vision, your own blindness.

To be truthful I think a stormsoul genasi can make a surprisingly effective teleporter.  Hybrid swordmage|wizard with arc lightning At-Will and Storm Step feat.  Now you can teleport at the start of every encounter.. up to 20 squares (much better than the eladrin's fey step).  And you have two chances to hit and hence trigger the teleport.  Useful for pinning down distant ranged artillery up a 100 foot cliff.  For more fun be a glaivemage with mark of storm and polearm momentum.  Now two artillery can get knocked prone from range, possibly compromising their more potent ranged/AoE powers.  Only caveat -- you'll want a means to increase the slides by one additional square to trigger the proned condition.

Customer Service says blinded blocks all Line of Sight.

Q: Do you have line of sight to anything when blinded?

A: Thanks for contacting Wizards of the Coast! When a creature is blinded,  it cannot see and targets have total concealment. This means there is no  line of sight because the vision of the target is blocked.

Just  for more clarification, when a creature is blinded they take a -10  penalty to Perception checks, grant combat advantage, and can't flank.

Also, evermeet warlock twins can't infinite teleport, Instantaneous rule and/or wording of Mastery of Passage blocks that.  But we can discuss that elsewhere.

I admit that this was posted simply to get it up before GenCon.  With a BI this weekend and the con next week, I'm unlikely to have any of the changes people are suggesting added except adding build links.

Jay: the LoS rules in no way say that you have to see the target to have LoS, simply that your LoS can't be blocked by things that block LoS.  Concealment is specifically listed under "even if you do have LoS".  Reverse the logic train: Blinded means your targets have total concealment.  Total concealment is a type of concealment.  You have line of sight to targets that are concealed (unless something specifically blocks line of sight).  Thus, you have line of sight while Blinded.

You are applying a definition of Line of Sight (that, logically, it requires seeing) that isn't part of D&D thanks to the Rules Compendium defining what Line of Sight is and specifically including Total Concealment (ie. things you can't see) within Line of Sight.  D&D is full of terms that don't work the same way at all in real life.

That answer has no basis in the rules Shaka, where does it say that if you can't see your vision is blocked?  Certainly the reverse is true: if your vision is blocked then you can't see, but that's not relevant to this discussion (except for teleporting through walls with tremorsense).  Customer Service isn't a rules source anyway, they don't even know how to charge properly.

I see you didn't mention the Dimensional Pet.
It's a familiar that both boosts your teleports by 1 as well as 1/encounter prevents enemy adjacent to it (active mode) from teleporting.

Line of Sight is calculating what targets you can see. If you cannot see, you do not have Line of Sight.

It's close to a tautology, Zathris.
