@Crimson: I don't think it's that bad. There'll be times when you miss by 1, but it won't be very often.

It's certainly not bad enough to avoid certain race/class combos, or blow your whole Point Buy load springing for an 18.

I agree with Khan.  I've never seen anyone give a cogent argument as to why its "horrible".

Yes, its of course mechanically weaker than an 18.  But if you want to play race x and class y, and you'd have to buy an 18 and you need the points for some other feats ... its not really gonna effect you more than 5% of the time.  Thats not that much.

The general guideline is good for those who aren't good at optimizing characters, but like any rule of thumb its not set in stone.

The reason that you usually want an 18 is not that there's some mystical breakpoint between how often characters with 16s hit and how often characters with 18s hit - it's no different than any other +1 - but because there's very rarely anything you can get with those points that's worth as much as +1 to hit/damage/riders. Exceptions, as noted in this thread, tend to be things like off-statted hybrids (where you're giving up the +1 to hit/damage/riders with some of your powers and features for, presumably, +1 on other stuff) or really MAD builds, particularly those that are accompanied by a race that doesn't get the main stat. (A desire to get HBO right at paragon with a class that doesn't use those stats extensively seems like a pretty common culprit for it, at least experientially, although other weird weapon/build combinations can also make that appealing. A fluffier reason that I've also seen is the desire to start with a particular multiclass feat from the get-go for background reasons.)
