Embers of the Black Flame Ki Focus Enhancement Bonus are too low. They should by higher by 1 for each Level increment. (Level 10 +2 Level 15 +3 etc...) It's also on the slightly weak side for a Rare at max-level... though pretty darn cool. Part of the problem is that ongoing damage on a monster isn't terribly useful - either it doesn't have enough hit points for ongoing to be fully effective (standard) or has a save bonus (elite or solo).
So, if it were slightly lower level, uncommon, or had some other power...

Hey a property that adds a second damage tye to your powers, so your opponents need 2 resistances is pretty usefull if you have enough powers with either of those damage types.

If you activate Black Flame Form at the end of your first turn, then sustain it at the beginning of turn 2, the form doesn't go away (by RAW) when you attack because the sustain line overwrites the initial restriction. So you can use this by RAW to get encounter long resist to all damage. The sustain line should read "The form persists until you attack or until the end of your next turn", if the intent is always to have it go away when you attack.
