Your move action is:
Fly 8, which does not provoke (Swift Winds)
+1 to hit until EOYNT (Elemental Echo)
+4 damage for arcane powers until EOYNT (Elemental Echo)
+15 THP (Manifest Healing, 10 for Paragon tier and +5 for two manifestations)
Slide each enemy you have marked ConMod (4) squares (Buffeting Winds)




Wow, this is really cool. Being able to throw down this nice package at-will every turn for a move action is pretty awesome. My inner striker is screaming at me to go Swordmage|Artificer with this instead, and use Elemental Echo + Shocking Flame + Promise of Storm with a Prismatic Strike for a credible nova, but you wouldn't really need windsoul for that...

My plan of implementation at this point is actually to do a Swordmage|Psion. Keep 2 enemies marked every turn, slide them off into a corner, and lock them down with a Thunder Tether (Aug 1). Elemental Echo won't work with an hybrid Psion, and Extra Manifestation + Manifest Healing can be skipped for bare-bones functionality, so that should be at least some managable breathing space for feats. Let me work on this and repost...your build and this handbook is a great resource!

Is it true Genasi evolve if you trade them with a elementalstone of their type?

I like the flavor of the Sandsoul Genasi's racial ability to turn into sand for a round. I'm thinking about building one, a melee striker or defender, not sure which class yet. I might also invest in 13 CHA so I can take Disciple of Freedom and never be grabbed, slowed, immobilized or restrained again (also taking Resilient Focus for another +2 to saves). 

My question, do you think Sandsoul + DoF is worth investing in, and what classes would you suggest to make the best use out of this kind of mobility? Bonus points if they fit the Genasi racial stats and/or make great use of the Sandslide power (be insubstantial for a round, don't provoke when entering enemies' squares and fit through any hole).

Well, lets start with what you want. 
You seem to have limited it to melee striker or defender.
Genasi are Int/Con or Int/Str

Fighter, Ranger, BM, SM, Barbarian all come to mind. BM has great mobility, and isn't too tied into a secondary. SM and Barbarian|SM also work quite nicely.

Did you have non-melee classes in mind that work well as a Sandsoul?

If anyone else has ideas I'd love to hear those too!

It fits Warlock fluff pretty well. Fits nicely as a "always prepared" Artificer too.

This screams "ROGUE!" to me, but stats don't line up perfectly.  Maybe an 18/18 Brutal Scoundrel going with Vigilante Style + Riposte Strike?  Out of combat that's pretty much free breaking and entering for anything short of a bank vault style structure.  Possibly Artificer with Arcane Trapsmith, which isn't a bad pickup for LFR-style environments anyway.

That is awesome, I love the idea of an Artificer thief. Can Artificers work as melee-only characters, or are their ranged powers just too good and/or their defenses too crappy? (hybriding is, of course, allowed)

Is there some reason you need to be melee only? I ask because my arti|cleric (created pre-BCL tyvm!) does fine with a Radiant Dagger (and have previously used Chieftain's Greatspear and various Drow Long Knives). I mean, you can survive as melee only, but you're pretty much trading 1 attack/encounter and 1 ally buffed per round for 2 damage per W.

Fluff. This guy needs to be a warrior, preferably using blades (light or heavy, I don't care). I'm fine with reflavoring all sorts of powers, but being in melee is kinda required. Throwing the occasional dagger is fine, but it shouldn't be the main attack style.
