Compared to Bernadette Carstensen’s previous illustrations for (Taverngoers), (Djinn's Tent), and (Six Fingered Hand), I’d say this falls short, especially after reviewing her other work. This may be in part of the WotC art department supplying her with only “loose parameters and allowed to make most of the artistic decisions myself.”
Given the feat at the end, this one would have been better; she does a great job capturing people. Hats off to Ms. Carstensen! PS: This article again seems to be better suited for Dungeon and the DM. PSS: Hope to see more on Sea Elves and underwater adventuring.

A single feat does not make a Dragon article. Maybe it isn't clear, but DM's decide the setting, and what's there. Not players, players rarely control much beyond their own character. I'd rather see articles interviewing D&D characters to get ideas for character concepts, than information on towns that likely don't exist in the world I'm playing in.

No, they've explained this like a hundred times.
If there's no good reason to keep the article out of the hands of the Player, it goes in Dragon. Otherwise, it goes in Dungeon. Players are allowed to see setting details that they'd know as common knowledge, especially if they're playing in that region. What they wouldn't see is the special, secret information.
HOWEVER, despite saying all this, and sticking to it relatively consistantly, there was one Nerathi Legends article that included Monster Stat Blocks. That's a black mark against it. Monster Stat Blocks should NEVER appear in Dragon these days, unless it comes as part of a companion character of some sort (like the Animal Master's animal companions).
