The at will powers have the red color scheme rather that the standard green that at wills normally have.

The level 13 power Weapon of Peace Foretold does not function properly. It currently has a rider effect dependent on the target making a "weapon attack". Monster attacks do not have the weapon keyword, and as such, it will never trigger.
The level 11 Paragon of Victory power Fanatic Energy does not function for characters who are multiclassed into Cleric, as there is no standard way for them to have access to a Cleric At-will attack. (There isn't even an MC feat that lets you use one.) Allowing any at-will, or at least "a Cleric At-will attack or a basic attack", would be a major improvement and in no way a powerlevel concern. This is a major black mark on an otherwise excellently written Paragon Path.

The at-will and encounter powers are all missing those small paragraphs of flavor that seem to be mandatory these days!
Not that it bothers me much, because the article is freaking awesome. But this must be the first article in many months without that text, which strikes me as odd.
On a different note, I've heard some concern regarding the hybrid applications of the new features. Battle Cleric's Lore seems to apply to hybrid characters, which is nice and all, but the fact that it grants scale armor proficiency doesn't interact well with the way hybrids are supposed to gain armor proficiencies. Maybe adding some kind of exception or clarification would be in order.

That's already covered by the hybrid rules. Hybrids cannot get Battle Cleric's Lore. Check out "Trading Class Features" on page 137 of PHB3. You can't trade a hybrid form of a class feature for a non-hybrid class feature unless the hybrid class feature explicitly allows the trade.

Two of the new attacks (Weapon of Enforced Serenity and Weapon of Peace Foretold) have the target's next attack deal half damage. This would be better phrased as saying that the target is weakened for its next attack in order to avoid potentially stacking conditions and chopping the damage down to a quarter. Fanatic Energy (the encounter power for the Paragon of Victory paragon path) should say "You use an at-will cleric attack power that you know."

Or perhaps it shouldn't, that would certainly get round erachima's problem with it.
If you read that it effectively gives you access to all Cleric at-wills as an Encounter power and minor action.
It will make a pain for the Character Sheet though, because you will need to reference powers you don't have printed anywhere.

They could make it more clear, at least, or every ranger's going to try to argue that they can get Scale Prof + Shield Bonus just for taking the Divine Healer feat.
