My question can be summed up in one statement: Elemental Theurgy (Water) sucks! There are two spells with the water descriptor available to low-level arcane casters without the use of feats, items, etc., and thus the feat doesn't balance out, in my opinion.
Is there any way I can add spells with the water descriptor to my arcane caster (preferably sorcerer)? Even just a Create Water spell would suffice.

I don't have access to Dragon material to check, but gaining some understanding of water spells from the Wu Jen list (Complete Arcane) would do the trick. I don't know how many of them there are, but they certainly fit the bill, since wu jen cast arcane spells.

Wave Blessing in the Stormwrack book. It is a 1st level spell with the water descriptor (also useful for not drowning).
Also the feat is in Dragon Magazine #325.

The two editions are very different...and make for two different games.
In general, 3.0/3.5 is built around more-or-less full freedom in terms of character customization. In contrast, 4.0 is built around balance and ease of play. Honestly, I think WotC should have maintained both lines as parallel games.

My apologies on the misquote; I didn't have my magazine handy, so I just did a quick search on "elemental theurgy" and took whatever guess I saw first. You're correct, it is in Dragon 325. Thanks for the fix.
It seems that the only two spells for low-level arcane casters without other means is Wave Blessing (Sor/Wiz 1) and Animate Water (WuJ 1), as found via IMarvinTPA's search.
The primary concern for the thread is that I was hoping there'd be a little more versatality for my arcane caster's spell slots. An Elemental Theurgy (fire) feat would do wonders for blasters and the like, while I'm sure (air) and (earth) aren't too bad either. But two spells for a water mage?

easy fix is count 'cold damage' as Water domain, where it is usually lumped in, and problem is solved. Ice is nothing more then an aspect of water.
You could do the same with 'steam'. Steaming hands, freezing hands...but include the other forms of water and actually you're more versatile for blasting then the other elements.
