Hi gang, A new campaign is starting, and I want to build a Halfling Executioner that doesn't totally suck. I think I might be a little cuckoo, but this character concept won't leave my head. The only way to get rid of it is to build it.
I'm thinking that a Halfling would lend himself more to the ranged build, but I'm open to going melee if it could be made to work. I'm open to any oddball feat selections as I'm just looking to make him mechanically effective. The roleplaying bits will take care of themselves.

There's nothing wrong with Halfling Executioners for either melee or ranged.
Halfling Short Bow Hunter is the goto feat for the ranged version. Brutal 2 + 20/40 range goes a long way.

There might be some At-will Powers you won't be able to use because you can't weild the Garotte & Blowgun being essentially two-handed weapons who lack the small Property.

Except they do have the small property. So...
Yeah, any weapon an oped executioner might want to use, including the go-to melee weapon, the rapier, the halfling uses just fine. The fact that they're extra good with a shortbow is just gravy.
