Are there rulings for turning an already magical item into an Intellegent item?
There are rules for creating intellegent items and rules for adding powers to already magical items, but I haven't seen any that specifically talk about this.
Furthermore - If its possible to do so, would the now intellegent item have the knowledge and use of its abilities before being turned intelligent?

The anointed knight prc has a class ability where you can activate the hidden potential of a family heirloom by applying mystical oils to it- and one of the powers you can unlock turns it into an intelligent item (with mental scores 14 14 10, your alignment, speech and vision, and 2 lesser powers).

The feat Item Familar from Unearthed Arcana also does this.

The two editions are very different...and make for two different games.
In general, 3.0/3.5 is built around more-or-less full freedom in terms of character customization. In contrast, 4.0 is built around balance and ease of play. Honestly, I think WotC should have maintained both lines as parallel games. (real life friends came up with this not me) The Resident Nonexistant Antichrist Neanderthal Amish Werewolf Jesus Delusion.

But neither of those talk about the Now Intellegent Item having use/control of the powers the item had before becoming intellegent.
And I'm also talking about just plain taking an already magical item and adding the addition of making it intellegent by Item Creation Rules.
The DMG talks about Intellegent Item Powers being under control of the Item - But not about the abilities an item may have had beforehand and if the item actually knows what it itself is and what it can do.
I know that honestly this is pretty much a common sense chain of questioning, but I'm just trying to get a grip on what raw says and doesnt say on the subject.
Example : +1 Warhammer of Frost - Made Intellegent by whatever means.
Does it have the ability to control its Frost ability? Even though its a command activation?

Looks like it. I don't believe they have to be a special intelligent item power for them to activate it.
