I would vote for Delve, Fantastic Location, or Wilderness.
Also, fragements of an entry that's so unfinished I hesitate to call it 'supplemental', more of a glimpse of what I would have submitted if I had had the time: The Dragon's Bazaar.
The idea was basically that every thousand years, all the dragons of the world get together to have a bazaar. It allows them to trade items out of their hoards that they may not want as much as some other items in the possession of other dragons, without having to go kill the other dragon and take it. For this fair, of course, they need guards. They need really badass guards in fact, since they're dragons. But they can't have other dragons guard it because they'd have their own prejudices (even if they didn't know a single other dragon there, they still have their color to worry about).
So, they take volunteers from humanoids who live in the general area ('volunteers' in the sense that they don't get paid, but they also don't get killed by the dragons for refusing) and alter them by means of rituals into sort of humanoid dragons, complete with claws, teeth, and deadly breath (changing their creature type to magical beast). These elite guards walk around the bazaar, and their sole purpose is to break up any fight involving a dragon. (Fights between non-dragon patrons, they're on their own.) And that's about as far as I got.
The difference between madness and genius is determined only by degrees of success.

My main concern about this would be that dragons are notoriously jealous of their hoards. The concept that they'd give up even a copper piece of it kinda flies in the face of standard Dragon-psychology. Granted, in your home campaign world, that might be perfectly acceptable.
Also, the idea that a dragon would allow ANYone else to guard their hoard? Also kinda hard to swallow. Perhaps they send others to do their shopping for them? Bring along scrying crystals so that the master can see what's available and barter accordingly?
I love the idea of the Draconic Garage Sale; just not sure how you'd pull it off (using core-system assumptions regarding dragon psychology). Keep going with it though. I'd be curious to see how you flesh it out.

I'd vote Fantastic locations. For a future contest I'd like to throw the idea of Themes into the hat for consideration. Either a general theme (ie: Born of Shadows) with one theme submission or leave it open and require a full article with 2 or 3 fleshed out themes... ambitious... For classical dragons I agree. For a campaign, it would be interesting to structure some part of it having the PC's discover the upcoming super secret bazaar and then a location of one of the dragon lairs. No treasure hunter could resist. The devious, unrelenting defenses (copy of the Temple of Elemental Evil on my desk is a paper weight I swear) that can be thrown at them is limitless.

Themes is already a suggestion under Classes and Powers. That happens for contests ending in "6". So that won't be possible for another nine months or so.
