Intelligent combat is way too strong for heroic, or possibly at all. The closest equivalent is an ability for a bardic paragon path that requires multi-classing.

why not give the race a racial power list instead of making them take feats for cradle and enslave

since bore no longer kills targets you may need to re-work create thrall 

I'd put mindflay at +4/+6 damage

I feel having a total of 5 powers is a bit small to be list-worthy.

Bore killed once and was quickly revised. But I will look at create thrall again.

That should say 'melee basic attacks', which in hindsight is useless as there's already a feat for that.

Actually if you restrict it to basic melee, and maybe grab attacks then there's still a niche.

See melee training was nerfed by allowing only half the relevant mod to damage. So feats such as intelligent blademaster and the like are looking pretty spiffy.

Also most listed  races give out a grand total of 4 or less, 5 is plenty for a racial list.

Hmm... It's been a while since I've looked at that feat. I'll check and make sure. Grab would be interesting.

Hmm... You know in all honesty, I'm not even too sure of how this list would work. At certain levels you can substitute a class power for a race power, yes?

Bascally you make the power, and give it a level just like a class power, thus the powers essentially become part of your options whenever you would learn powers for your class.
