You will probably hear different answers. Mine would be: choose the right approach that gets you painting and keeps you there.

At a very basic level, the better paints are worth it, do make a difference, and do cost more. I paint with craft store "FolkArt" brand paints, which are generally fine but don't handle washes so well (they don't hold the color when thinned significantly). And yet, I haven't moved away from that because I have other places to spend money.   Most will say, and I agree, that brushes should be of good quality. I only find I need a few kinds (from small to medium) to be happy.

Of big importance is technique, but especially for a new person it is about efficient technique. I want good results without ridiculous work. The Paint Like a Pro Archive (see the bottom left links for others in the series) is as good a starting place as any for basic technique.
