The information you are talking about was correct up until recently, but with the change to open beta they made it so a subscribtion is required in order to have access to the group. The beta group is down right now, but we were informed, that only subscribers will be re-invited once the blackout is over. There might be some exceptions for some special people, but the normal user will not be able to participate in the beta unless he is a subscriber, even if he was part of it until recently.
