is there any way to explore a tile and THEN move away or attack? or is it like when you explore you are stuck and the summoned monster attacks you no matter what?

You don't explore until you have ended your Hero Phase, so you can't move after exploring. The monster that appears always gets its attack.
One option I see for avoiding it (for example, if your Hero is very injured and another player's Hero has all his hit points) might be to have the other Hero end his turn in a corner square adjacent to two edges, he Explores one (and gets attacked by his monster), then you move your Hero to the remaining edge on the same tile and when you explore, depending on what monster you get, you may be able to have the monster attack the other Hero instead of you. (But you might also get a creature like the Burning Skeleton or the Gargoyle that attacks both of you...)
