it does not matter if it allows it or not, the Rule points to the fact that a basic attack refer to any fo them if not specified which RC 238 Basic Attack: Using either of these powers is usually refer to as making a basic attack..And Divine Bolts/Power of Skill can be used as a basic attack. So If you prefer: 1. Divine Bolts/Power of Skill can be used as a melee basic attack. 2. Divine Bolts/Power of Skill can be used as a ranged basic attack. VS Commander Strike: An ally of your choice makes a melee basic attack against the target #1 Jump in meeting the criteria

What is your definition of being able to use a power as a basic attack.
It means that you can make an attack with it as a basic attack
It means when something else lets you make a basic attack, the power can be used in its stead.
Being able to use something as a basic attack means it can be substituted for a basic attack that is already being made. It does not grant you a basic attack.
Being able to make a basic attack grants you the basic attack.
The first allows a substitution of powers, the second grants the ability to trigger the power.

It refers to any of the known melee or Ranged basic attack powers of which powers like Commander Strike ask you to use, which powers like Divine bolts, can be used as..
Here is the complete text, see for instance:
RC 238 Basic Attacks: Using either of these powers is usually refer to as making a basic attack....
When a power or other effect allow a creature to make a basic attack, the creature can make either a melee basic attack or a ranged basic attack. If the power or other effect specifically calls for a melee basic attack or a raged basic attack, the creature must use that type. For instance, a power might read each ally within 5 squares of you can make a basic attack as a free action. Which means each of those allies can make either a melee or a ranged basic attack and they can each do so as a free action, rather than a standard action.
Being able to make a basic attack grants you the basic attack. means i dont know. Granting means allowing someone to use a BA. Direct the Strike grant a BA. You will use the Power Melee basic attack or ranged basic attack, or any other powers that can be used as them when being granted so. It does not let it cvount as one, like Magic Missile does, and wont benefit Feats giving it bonus for exemple, but when usage is involved, it can be used as one. As if it was one.

Using something as a basic attack means using something as either a melee or a ranged basic attack.

What that says is that when you use the MBA or RBA powers, you are making a basic attack. That doesn't mean that when something counts as a basic attack, it counts as an MBA, RBA, or both.
I think you want to say that "basic attack" is synonymous with "ranged or melee basic attack," since when a power grants you a basic attack, then it is granting you a ranged or melee basic attack. But the terms are never called out as synonyms, all we know is that:
1) when a power grants you a basic attack, you can make an MBA or RBA as you like
2) when you take an MBA or RBA, you are making a basic attack.
You want to extend that list to
3*) when you make a basic attack, you are making an MBA or RBA as you like.
But that (3*) point is different from (1) and (2), and it is unsupported by the rules. Strictly speaking, we have no idea what it means for a power to be a "basic attack" by itself, since the rules never address that.

And and Fitz it appears there is a basic attack power.
PHB 287 Basic Attack: A basic attack is an at-will attack power that everyone possesses, regardless of class. The power comes in two forms: melee and ranged.
But when you use Divine Bolts as a basic attack, why would you if it is not that an ally granted you an attack ?
Very weird.

PHB has gotten overridden by RC, which broke out basic attacks into separate RBA and MBA attack powers. There is no basic attack power anymore.
