Are you really trying to say it does not count and should be descredited because it does not specifically allow a creature ? 
The point is it allow something to be used as basic attack, and the Rules say if it isnt mentions any specifically, its either a melee or a ranged basic attack 

Power of Skill is a rider, effectively putting a special note at the bottom of Divine Bolts if you want saying: Thats what it do. 

Special: This power can be used as basic attack. 

It does not allow a creature to make a basic attack, it allow a power to be used as such, in which turn allow a creature to do so.

But it remains the same in regards to this question.

I haven't read through this entire thread, so this may have been pointed out already.

If you treat Divine Bolts being used through Power of Skill as having the line

"Special: This power can be used as a basic attack."

then you have to refer to the power to see what kind of basic attack it can be used as.  In this case, the power is a ranged power (Range 5, I believe?  Or Range 10).  The power is not a melee power, so it cannot be used as a melee basic attack.  It can be used as a ranged basic attack, using Power of Skill.

The other powers which can be used with Power of Skill are all melee weapon powers.  Would you expect an Avenger with Overwhelming Strike to be able to use that power as a ranged basic attack?  What would be the range?  How would the Avenger weilding a longsword use the power as a ranged attack without a ranged weapon?  It won't work.

It has to, to be most consistent. But its also not written anywhere alas (that a power used a a ranged basic attack use its respective range)

As of RC, in fact, i think you don't make basic attacks anymore. You make melee or ranged basic attacks, and we know what you can do any if a power grant you a basic attack. You can choose which one you will make, between melee or ranged basic attack.

What is not said is if a power grant you a melee basic attack and you have a power usable as a basic attack, if you can use it. It appears not.
