Guys guys guys. You're forgetting a few things.
Question: Will the web-based tools be updated more often? Answer: Now that the studio is not split in two anymore - trying to support legacy and new development - we plan to have an aggressive feature update schedule. I can't promise that updates will be more frequent than monthly, but they won't be purely content.
Question: Why was the call made to release this version of the tool when not everything is up and running compared to the currently working character builder? Answer: Good question. Essentials content was a very hard fit into the Character Builder Classic and we really wanted to get it out as soon as we could. With the plan for more frequent feature updates, we felt that we could ship something working well - but lacking a few features - now, as opposed to something working completely later.

More frequent feature updates but not promising more than once a month? I guess frequent means once a month now 
Ship us something not working well, missing features as opposed to getting us something working completely later? Hmm I wonder how that is working out? Sure we were screaming we wanted answers as to why the delay for updating the old CB and then screamed louder when they said no essentials and DS material in that last update.
We then get even more screaming about that, then the new Online only CB and the screaming over that and even more when they announce how even less features will be in at launch. Now even more screaming over people screaming because of all the screaming.
The logic out of the Seattle area hurts my mind. Perhaps they did it to try to quiet the vocal crowd down, but it was like throwing water on a grease fire or throwing more lighter fluid onto a ragind inferno, it just fanned the flames of anger.

I think the single biggest problem with all these arguments is that English is not a formal, logical language.
By that I mean when someone says some words in English there are always multiple ways these words can be interpretted. Always. And one person with a certain feeling about the subject will interpret those words differently to how another person will interpret them.
Some people will read a comment on the boards, or listen to something said in a podcast and pick apart each and every word and come up with a different interpretation than something a different person sees.

that is true. I have gotten emails from players in my games who worry that what they type will be taken out of context and they end up making it worse by over explaining things. Or someone taking something typed the wrong way.
It can suck that the best intentioned statement can be taken so wrong at times.

(Blue emphasis mine) Reading is tech. There is no contradiction here, not if you take the part I put in blue into account. The statement here is that, while updates will probably still be monthly, there will be both content and feature updates in there. This statement is trying to point out the difference between the CBC and the new one, since the old CB had very few features added since launch. I'm hoping to see several fixes and additions (hopefully a better way to submit data, export characters, and houserules) in the next update, along with the data for Heroes of the Forgotten Kingdoms.
As for 'not working well': depends on your definition. I can build legal characters easily enough, and while some cases indeed do not work which are quite irritating (Essentials mage at-wills, multi-class feats, retraining), it's functional enough.
I'm thinking WotC is now aware of people extending the CBC, and may be fine with it. If they succeed at expanding the possibilities for the web-based CB in the coming months, and stabilizing their software, it will start to surpass the CBC in terms of functionality, at which point alot of the people that left will start coming back to DDi, along with whatever new people come along.

And that's why wise companies don't communicate. They can say what they want, but customers always understand what they want to hear, not what was actually said.
The mess on these boards is perfect proof that Hasbro was right to prohibit WotC from saying anything. In fact they should have been more strict.
Let people whine about lack of communication all the day. It is better than people claiming that you lied to them.

Do you know what? I'm beginning to agree with this sentiment. I have been shouting for Wizards to be more open with us and to communicate more and more, but I actually am starting to think that the big problem is no matter what they say, some people will interpret a certain way and be upset.
And I agree, as much as I hated having no information, at least it was better than an environment where there are constant accusations of lies.
I might have to change my stance on this whole communications issue.

If you can't use the results, what good is it? What are they going to expand in the coming months? Put all the original features of the CBC back in? That is still not progress, that is getting back to where you were.
They should have (and did at one point) done this with the CBC. Getting something, and then traking it away, then replacing it with an inferior product. Then going back to adding stuff that the program is missing is not something to get all excitied about. Imagine if all that time had been spent making the CBC better than it was rather than making this mess.

On WotC communication: I think it's good to remember that Paolo has been forbidden to post on these forums again. Having english as a second language (or at best, not being very diplomatic in his posting) gave them trouble, and they've addressed that. No one has ever discounted WotC_Trevor or the VLC's for being "liars", and if they ever did you know those good folks would be able to amend that with an explanation/apology. So they are doing some good in this area. Personally I just add VCL's and WotC_Trevor to friends and feeds on here and twitter, and follow that. It's easier, and official.
On updates: What Paolo meant was, they are aggressively tackling and pushing out bug fixes, which CBC didn't have except on urgent hotfixes that reset your monthly count, which they were loath to do. Content updates are still monthly, but they also include functionality updates to bring the OCB up to speed with what the CBC had, and also to improve it further. Sounds good, and I can tell by the way the OCB runs now (compared to November 16) that they're doing some good work.
