That sounds like conspiracy talk.
To be fair, that is not much different than your "special ops/one man army" theory. Just the opposite side of the same coin. 
I'm not sure what you are trying to say.
PDFs got pulled because a handful of people were selling them in the thousands under the table, right? A few people ruined it for everyone else.
The same can happen with the API stuff.
NO, that is NOT why. You're working under a misconception. NO-ONE, not even the pirates, makes money off of intenet piracy.
TORRENTS JUST PLAIN DO NOT WORK THAT WAY.
The very fact you even MADE that accusation reveals extreme ignorance about the torrent system and internet piracy.
No-one at torrent sites exchange money. .pdf's (and any other type of datafile like mp3's) gotten through Demonoid, Isohunt, Fenopy, or any other site are traded free of charge, like old comic-books traded back and forth between grade-schoolers on the playground. Pirates don't get one dime of anything.
The PDFs got pulled because an official site allowed to sell the PDFs, were doing so without giving WoTC any money, by reselling the ability to access PDFs legally sold.
After WoTC saw how many had been illegaly downloaded, they stopped making PDFs available.

I respectfully ask to please keep this thread productive and stick to the API discussion. The PDF issue, no matter the who, what, where, when, and why, has no bearing on the feasibility or on the security of a potential API. You may as well be discussing how cleptomaniacs shove clothing under their shirts at Target. Thank you very kindly.  Meanwhile, I'm still looking for some ideas as to how to put the API to use if one becomes available. Those ideas could lend credence to the decision making process.
Reflavoring: the change of flavor without changing any mechanical part of the game, no matter how small, in order to fit the mechanics to an otherwise unsupported concept. Retexturing: the change of flavor (with at most minor mechanical adaptations) in order to effortlessly create support for a concept without inventing anything new. Houseruling: the change, either minor or major, of the mechanics in order to better reflect a certain aspect of the game, including adapting the rules to fit an otherwise unsupported concept. Homebrewing: the complete invention of something new that fits within the system in order to reflect an unsupported concept.
Default module =/= Core mechanic.

I think I gave a few. Honestly my brain is mush from work today. Off the top of my head an encounter manager would be really nice. Creating these ahead of time and preparing the monsters and encounter details would be really nice.

I've been playing with the SOAP API that the new Character Builder uses, I've been able to login, get a list of my online characters and download the old dnd4e file for them.
So there's already stuff you can do.
Programmers out there have probably also investigated, no one's made anything though, I suspect they are just as fearfull of Hasbro lawyers as I am.
I probably shouldn't even be saying this?

Yes. This is exactly why I haven't done anything.
Heck, they ought to sell the API and licenses... You pay $100 you can develop using the API. You can already develop software for Xbox live and Wii for $60/month and $1000 respectively.
