I'm not entirely clear on all this. How did you get a +3 dex bonus? I'm not claiming it's wrong. I just don't understand it.

[Although you do not get to choose a Lv. 1 daily power at Lv. 1, these powers are options for you at Lv. 5, when you do get your first daily power selection. And there are some nice choices here, particularly for those with a high enough Charisma to attack. Frost of Letherna and Radiant Delirium are quite nice.]

Where exactly in HOFK does it state we have access to Level 1 dailies at Lv. 5? Am I missing something?

It doesn't state it exactly as by default, you always have the option of choosing a lower level power in place of a current level one.

Where is this default setting stated. I've been told this is true by other gamers but I don't see the wording in any Player resource to this effect, unless its one of those 'unspoken' rules.

Hm, good question. I thought it was in the PHB 1, but when I look in my HoFL (the only book I have with me tonight) it on P. 57 it says you can choose powers from other sources but specifies that it must be the same class, level and type. Fortunately Retraining specifies that you can choose another power of the same level or lower (P. 56 HoFL) so I guess it is not the default after all, but you can choose a power you don't like and then use your once per level retraining to get the one you do that is lower level per RAW. I guess most people have conflated the two to allow you to just pick lower level options (which if you choose show me other options in the OCB it will show you lower level options as well, OCB is not a rules source though).

"At 1st level, select one power from the list of 1st-level encounter attack powers in your class description. At 3rd and 7th levels, you learn a new encounter power of your level or lower."

It says the same for daily and utility powers, etc.

Is Summon Steed still a level 4 class feature for the cavalier, the OCB just gives Pace of the Virtuous Charger.  If so, would using the houserule option and adding Call Celestial Steed serve the same function?

Ah, thanks Jonathan. Found the page and the Retraining section. I wasn't certain that the re-training applied to Essentials classes.
So I guess this means that the Essentials Cavalier Level 2 Power : Virtue, can be retrained with something like a Utility Power as per page 56 HoFL:

"You can't replace a power that has no level, such as a cleric's healing word; a power designated as a feature; or a power gained from a paragon path or an epic destiy. If a power has no level but you can choose it from a list of powers, yo can replace it with a different power from that list. "

Which combined with PHB 3 , pp 164:

"Whenever you reach a level that grants you a utility power from your class. you can choose a skill power In place of a class power. The
skill power you choose must be of the same level as or lower than the class power you would have gained.
You can use retraining (Player's Handbook. page 28) to replace a class power with a skill power and vice-versa as long as the new power is ofthe same level or lower in level than the replaced power. You cannot replace a utility power from a paragon path or an epic destiny with a skill power."

Means that instead of Virtue you could take a utility power at Level 2 or retrain each level thereafter. I mention because I notice in the Guide that no Level 2 choice range is noted. Although the utility powers available at Level 2 are hardly comparable to a Surgeless heal + saving throw.

And thanks Magil. I was fairly certain that the re-training/replacing was somewhere in the original pre-Essentials books.

Yes, it is.  You should be able to click on PotVC to deselect it, then select summon steed instead.
