It seems that my char builder is not calculating AC correctly. It has the October Update

My AC Shows as 28 but my calculations give me:

10+ hal level (4) = 14
Scale Armor + 3 =  10
Heavy Shield     =   2
Dex (+1)             = 1

Total = 27 or am I doing the math wrong?

You're wearing Heavy Armor, so you don't add your DEX or INT modifiers into the calculation.

With a +3 enhancement bonus, your armor should be some kind of masterwork, perhaps that didn't translate for some reason?
Another day, another three or four entries to my Ignore List.

Maybe they are now using the armor rules from Heroes of the Fallen Lands?  I recall that they boosted the AC bonuses of higher level magic armors without requiring specific masterwork types.

I was just about to start a similar Thread; here's the problem:

We are looking at Janus ir'Wynarn, a Level 7 Fighter. He was started as a Level 5 Fighter and now looks like this:

====== Created Using Wizards of the Coast D&D Character Builder ======
Janus ir'Wynarn, level 7
Human, Fighter
Build: Guardian Fighter
Fighter: Combat Agility
Fighter Talents: One-handed Weapon Talent
Human Power Selection: Bonus At-Will Power
Background: Commissioned Officer, Mournland (Cyre), Scion of an Ancient Bloodline, Recent Life - Fighting Undead, Parentage - Noble, Refugee (Eberron Player's Guide) (+2 to Intimidate)

FINAL ABILITY SCORES
Str 20, Con 14, Dex 15, Int 10, Wis 10, Cha 8.

STARTING ABILITY SCORES
Str 17, Con 14, Dex 14, Int 10, Wis 10, Cha 8.

AC: 25 Fort: 21 Reflex: 18 Will: 14
HP: 65 Surges: 11 Surge Value: 16

TRAINED SKILLS
Heal +8, Athletics +11, Intimidate +9, Endurance +8

UNTRAINED SKILLS
Acrobatics +3, Arcana +3, Bluff +2, Diplomacy +2, Dungeoneering +3, History +3, Insight +3, Nature +3, Perception +4, Religion +3, Stealth +3, Streetwise +2, Thievery +3

FEATS
Human: Weapon Expertise (Heavy Blade)
Level 1: Defensive Mobility (retrained to Action Surge at Level 6)
Level 2: Alertness
Level 4: Improved Initiative
Level 6: Stubborn Survivor

POWERS
Bonus At-Will Power: Shield Feint
Fighter at-will 1: Tide of Iron
Fighter at-will 1: Footwork Lure
Fighter encounter 1: Covering Attack
Fighter daily 1: Lasting Threat
Fighter utility 2: Defensive Stance
Fighter encounter 3: Rhino Strike
Fighter daily 5: Dizzying Blow
Fighter utility 6: Defensive Training
Fighter encounter 7: Iron Bulwark

Here are the ITEMS that matter. I've edited the adventure equip out:

Imposter's Drakescale Armor +2, Heavy Shield, Couters of Second Chances (heroic tier), Helm of Vigilant Awareness (heroic tier), Master's Blade Longsword +1, Goblin Stompers (heroic tier)

====== Copy to Clipboard and Press the Import Button on the Summary Tab ======

Let's look at the basics first:

- Janus' basic AC is 13 = (10+1/2Lvl)

We add the Imposter's Drakescale Armor AC Bonus of +8

- 13+8 = 21

Now we add the enhancement bonus of +2

- 13+8+2 = 23

Now we equip Sword and Shield, the latter is a basic Heavy Shield +2

- 13+8+2+2 = 25

So far, so good. Now that we have Sword, Shield and magic items equipped. Yet, when I check the AC listing under Defences, this is what I get:

Score    Defence     10+1/2Lvl       Armor/Abil    Class       Feat         Enh         Misc               Misc
  25           AC               13                   8                                                    2          4 (??)           -2 (??)

Now, is this just some necessary formular the CB goes through? Why do I get a +4 Bonus and a -2 reduction?

And in response to Simara:

Your Magic Scalemail +3 is just regular old Scalemail, right?
It seems like the CB updated the Scalemail to Drakescale Armor automatically so the basic AC is 8, which results in a total Bonus of +11.

I think it updated to Wyvernscale, not Drakescale.  Wyvernscale is the +3 masterwork for Scale armor.  Also, with just a +11 bonus, the total would still be 27, since you aren't adding in the DEX bonus.  With a bonus of +12, the total is 28.

For me, the character builder isn't calculating AC correctly.

I have a level 21 character, and I've put Plate Armor on him(Without any other items on him) as a control. His AC is 28(20 + 8)

When I put Meliorating Plate Amor +4 on him, it gives me 35 AC(20 + 11(Under armor/abil) + 4(ENH)). It's adding an extra 3 to armor/abil.

Now, I put on Meliorating Specter Plate Armor +4, it gives me 34 AC(20 + 10(armor/abil) + 4(ENH)). So it seems to be giving me the correct AC, and it's stating I have resist 2 all. This is the same result with all other specialty armor.

Then I tried it with Magic Plate armor, and it doesn't seem to break either

I then put a heavy shield on without an armor, I get 23(20 + 1(Under armor/abil, my DEX mod is 1) + 4(misc) + -2(misc)). The number is coming out correctly, but for some reason, they gave me +4 for a normal heavy shield, then to offset the extra 2 they deducted it from the extra misc. Shield Mastery is actually putting the correct shield bonus in Fortitude, though. Sort of silly if you ask me.

So, it appears Shields(Though mathematically fine) and Uncommon magical Plate armor are bugged.

We noticed the same problem this evening.
Paladin upgraded his armor from +1 to +2 and his AC went up by 2.
Nothing special, just magic plate armor.

To test this i just build a level 1 human paladin.
ability scores all 10.
No equipment: AC 10
Normal plate armor: AC 18
Magic plate armor +1: AC 19
Magic plate armor +2: AC 21
Magic plate armor +3: AC 23

Same thing happens with chain and scale armor but it doesn't for hide and leather.

I'll try to test this on a Character Builder without the latest update. My old laptop probably has an older version installed.

--UPDATE--
No problems on the older version of character builder (probably updated till august).

It appears to be happening for some cloth as well.  My +4 cloth armor suddenly has an inherent 1 AC armor bonus.
