To the best of my knowledge, it is still scheduled for today.  (Keep in mind that I do not work at WotC, and am 3 time-zones to the east of them.)

Oh, and *Checks Calendar* Hey it's October 12th today! *Checks Character Builder for Updates* Ummmmmm... WTF WOTC? Where's my update you promised TODAY?!




Due the chance that an update will cause massive destruction of the database/servers of wizards they only do the updates when there are tech's physicall present.  This in turn means around 9am pacific time it starts, and usually takes a few hours to load and be ready for download.  Generally speaking in Mountain time I get the update by noon.  People on the east coast get it at 2ish.

There is no for-sure confirmation until the update actually completes and you're playing with the new stuff, but generally "server unavailable" means that it's on the way.
