CharOps tends to greatly misvalue the bonus of +X to all allies. Just this past week, my Daring Blade did a +2 power bonus to all allies as a move action. There would have been two misses that round had he not done that. Even low values tend to be very valuable - an example of this is Group Assault, the Half-Elf Fighter feat, +1 damage for allies to anyone you've marked.

If your group focus fires, then you can effectively get roughly +4 damage per round if everyone hits instead of the mere +1 that WF would give you in Heroic. This is arguably Gold for Half-Elves in Heroic, yet it doesn't even merit a color in the Fighter Handbooks.

+1 to all saves is fantastic when the whole party gets stunned in a close burst, save ends. It may not be as obvious as killing all surprise situations, but I've seen a lot more missed saves by 1 than I have seen surprise conditions.

This isn't really the Controller doing a Nova, though. He's simply self-setting up an ideal situation for a controller. Namely, imposing a big condition with great odds, forcing the opponents to continue to have that condition, and helping his allies finish off the opponents under that condition.

I think you should change level 15 daily to 'Slumber of the Winter Court' from HotFL.

I'm so confused about the interaction of Essentials.  But Ya target falling unconscious on first save is Uber.

the key part is that once they fail the first save they dont get to make another one

And that they are still unconscious even with a miss...

not guranteed but if you hit with seal of the heretic that pretty much means they willl have a good chance of being unconcious with a hit or miss with SotWC

While not discussed really, this build looks like it would work fine in heroic. I'm hopefully going to be testing it out in an upcoming game starting at 1.

It works perfectly well in Heroic - essentially a Wizard who doesn't have the Orb of Imposition, but in return, gains Hand of Radiance/Thunder of Judgment/Silent Malediction as 1st level choices. Given the Orb Expertise feat now existing, I'd probably switch over to Freezing Burst - that's an easy burst 2, slide 2 power with Enlarged Spell as an at-will.
