The link mudbunny provided was fine. Here it is again, but directly to the 'Email Us' tab. I used it two days ago and requested a refund for both September and October. If you follow mudbunny's link you hit the 'Email Us' tab then for 'Select a Topic:' Choose 'Online Gaming' > 'D&D Insider' > 'D&D Insider Account', if you follow mine, you start with 'Select a Topic:'... There's no redirects about it. You hit the 'Email Us' tab on the link and you are greeted with an email submission form. I received a response to confirm my subscription information within 24 hours, followed by an email that the situation is being reviewed and a response regarding my request will be received in 8 to 10 days.

There are some accounts (and WotC has never been able to figure out what the server uses tio decide this) who get stuck in a continual redirect when trying to get to the WotC help system. The link I provided to the thread above is where people with that problem can go to get the proper setting on their account restored so that they can access the help system.
And, before anyone asks, WotC has said that it is not something that can be easily fixed by running a batch process or script on the entire user database.

Noted, forgive my ignorance of the situation and my apologies to those experiencing the issue. I was unaware.

That faint thumping sound you hear when you get close to a window or door? That's not a helicopter off in the distance, that's me, just a few states over, banging my head against my desk in frustration over my own questions concerning that very thing.
The sycophants and EULA quoters aren't worth our time. 4E =/= Essentials; Essentials =/= 4E. To WotC/DDI: GO "SOON" YOURSELVES. Internet Rule #41. Needs moar Desu. No exceptions.

I'd like to take this opportunity to mention - again - that the worst of this is the lack of communication from WotC.
No news is decidedly not good news.

Yea I just got the email and I must say it is the WORST IDEA EVER. So now in order to use the character builder I have to have internet access. Goodbye being able to use it offline. Goodbye to using it at cons without an internet connection. Goodbye to being able to have all of your group email you their character save files so that you can review their characters. I mean really it would be OK to add additional silverlight access. To allow you to upload your character files and store them with them. That's fine really. But the fact that there is no downloadable version of the character builder that you can use offline that supports the latest content is BAD. Honestly it's not what I paid for when I purchased my subscription. I bought a client side application that gets regular updates for all the new products. Now that's not going to happen?
