I just created one of these fighters. A few differences I cannot figure out. 1) I have only 2 at-will powers, not three 2) My AC is only 17 instead of 18 3) Fortitude is only 18 instead of 20
You took Heroic Effort instead of the third at-will.
As for the Ac and Fort, the Brawler feature wants you to be armed with one actual weapon. Equip yourself with a dagger, spiked gauntlet, something... then those numbers should match.

You're only getting the 2 at-wills because of your Heroic Effort Human power. Choose the other option, which gives you that third at-will.
You're probably not counting the +2 fort and +1 ac that comes along with Brawler Style. (Are you doing this manually?)
The fact that you have not chosen a theme is NOT contributing to your stated issues because the original build doesn't have one either.

OK, thanks guys. I have equipped the gauntlets and it appears to have corrected the AC/Fort issue. I tried to go and remove Heroic Effort but it would not let me. I will devle deeper tonight when I get home. Again, thanks for the quick replies.

I also wanted to bring up another issue. In the DM handbook it suggests ways to allocate loot based on pre-specified groups of items like X gold, X magic items, x potion of healing etc. Then it goes on to say that you should give 1/2/3 of thes pre-specified goups of items in a chest based on 7-9 chests per level, almost one per encounter.
What I noticed in the OP what the expected gold total to purchase said items at level 2 is not even close to what the DM books say you should have at that level. As the DM (I play both a DM and player in our group, don't ask) am I not giving enough gold as we only had, based on the DM book, enough gold to purchase one magic item at 520gp. OP states you should have around 1,900gp. A bit confusing a difference of night and day for our group.
How do you figure he go to the 1,900gp total?

I'm not sure I can get to that exact figure, but I can sort of see the direction he took. Firstly, I ratehr certain he used the reward charts in the original DMG as a basis. From there, there are a couple methods of determining how much gold value a PC has starting at a higher level.
Default would be having magic item of levels 1, 2, and 3, plus gold coins equal to the cost of a level 1 item. IE Items of Level-1, Level, and Level+1 and coins worth Level-1.
For a 2nd level start, I calc that to be 1920 gp.
An alternate method, still using DMG1, is to take the treasure parcels, total the gold value for the magic items plus liquid asset rewards, then divide by 5 (the assumed numbe rof players for a default party).
For a 2nd level start, this comes to about either 852 gp or 1924 gp depending on whether you're assuming treasure parcels of just level 1 handout out already, or also treasure parcels of level 2.
While starting off lower, this second method ends up higher at later levels ( a quick look at my spreadsheet indicates this method is worth more begining with a 4th level start).

as a fighter you mark anything you attack, so if you attack 2 things with dual strike, they are both marked.

I have a few variant questions. I took Heroic Effort instead of the third at-will (Double Attack) and instead of Toughness as my bonus feat I chose Brutal Brawler. For people who played as this class how essential is that third at will and toughness? Thanks.

the third at will is basically utility and something to use when you're already grabbing a target / want to mark two targets. It's not required but it's good to have.
Toughness adds 5 HP per tier (heroic, paragon, epic) to a maximum of 15. I personally don't put much stock into it myself since it's such a small increase. I can see how it might be useful at level 1 since it's a decent amount of hp relative to your pool, but as you level it's not a good feat to have. Then again if you're dead you can't defend.
I would look at the butcher variant posted in the first couple of posts for other feats to consider.
