I think the easiest comparison would be the myriad of non-weapon items that add to parts of attacks. You are not "using" Bracers of Archery when you shoot a Bow, you're using the Bow.
Regardless, all rules involving attacking talk about the accessory used in the attack in the singular sense, and there's even mention of having to choose which to use when you make an attack. There is nothing in the rule for DiS that overrides this.
@Chad: Don't try to apply logic of what would happen in the real world to a game about Wizards and Dragons where sometimes ice isn't cold, fire doesn't burn, and the causticsoul genasi (Caustic being a term associated with bases) deals acid damage with it's racial power. It doesn't have to make sense in your head right away.

To hit requires an attack roll, as defined in the RC. It's not up to a DM, you are trying to parse the feat how it isn't parseable.
OK so that makes sense to me. I'm just looking for some clarification and something logical as to why it would or would not work.

Its an optimization forum. I was trying to optimize but wasn't sure if it would work. I thought learning something would be the perview of this forum that wasn't clear to me at first. This is basically THE optimization forum for 4E. With little effort you can tell who the regulars here are, and can reasonably assume they have pretty damned high system mastery. Asking a question, getting an answer you don't like from multiple people, and then arguing the point isn't going to endear you to anyone. These guys are all doing this on thier own time. Your question is answered in the wording of the feat (which are all explicit in what they allow), you add only the damage from the enhancement of the second implement, nothing more.
A thought. AIP light blades + hexblade + DIS + dagger offhand as implement. Could that work? The class specifically says you are using both in each attack, so if you hit, you hit using mainhand and offhand in the same attack, the dagger being offhand, and the pact blade being main. Seems like it might work...
