The jumping around comes from years of non-linear conversations across multiple meetings... you get used to holding conversations in your head and re-assembling them to make sense on the fly. It doesn't translate too well online!
Bullet points:
* In a well designed framework, handling turning errata on and off + allowing full customisation arises from core principles. One supports and leads to the other. * Having 20+ years in all levels of specialist product development, I know full well how complex and difficult a project like this is. Answer: Relativley tough start, but thorough planning of the implementation leads to many, many savings down the line. Believe it or not, there are things in the real world more complex than D&D  * Adding my own race (plus associated racial feats) for example, and chosing not to include the Essentials errata does not constitute creating my own game. * You'd like a proper item builder... To allow for that its not such a leap to allow for the rest. Again, proper system design allows for this. * I know that there is next to no one of the original design team left at the insider end of things (at least from what we hear), and they were under ridiculous pressure to deliver early on. Hopefully 'coming soon' fixes those mistakes and builds a better framework.
Hopefully that clarifies and avoids being deliberatley obtuse... 
I just want to throut there that the framework they came up with in the beginning may have been perfectly suited to the task given to them. Just because it doesn't fit the needs we have now doesn't mean it was a poor framework.
It could have been poor for other reasons. I don't know. Just saying.

A lot of people have speculated that 'Soon' means Sept. 21st, based off of a post by PaoloM, one of the Developers, who highlighted that word when he spoke of the release coming on that date.

And should be viewed as just that. Should those speculations be wrong, people should keep in mind that PaoloM didn't actually say it, or anyone else from WoTC.

In this case, though, Paolo knew perfectly well what kinds of speculation quoting "soon" in his post would cause. The entire "soon" debate had been raging for a few weeks at that point, and he certainly had been reading the forum and was familiar with it.
Given his insight into production schedules, the timing of his post, and the context surrounding it, it is not only not unreasonable, but perfectly expected that his specific emphasis of "soon" directly referenced the whole "We're working on something really cool and hope to be able to tell you about it soon" conversation. He had to be aware of this, and how it would be interpreted.

It could also be just the inclusion of Essentials into the CB (the statement doesn't really make it clear that they are separate).

Yes, but, the Soon that PaoloM has referred to has been about what's going on with DDI. And came in the threads about wanting new tools and to know what is going on with the Adventure Tools.
The September 21st date is about the update for this months CB and AT update being pushed back.
I'm the one of the people that suggested that the two might be connected, since he used "soon" in the comment about the 21st.
But that doesn't mean the two are connected, since PaoloM hasn't confirmed or denied that by saying soon in the same sentence as the update push back is related to the soon about news for the tools.

All I'm saying is that a reasonable person would be expected to make that connection. He had to have known that when he wrote it, given this summer's obsession with that word.
By using the word, and emphasizing it with both quotes and a smiley, he set up the expectation that the 21st is the target date for revealing what they have been working on.
Sure, it is possible that he really didn't expect we would relate the two, and just thought he was being cute. But I actually find that harder to believe, given how "in touch" other posts of his have been.

Ultimatley the ability to turn errata on and off is something that can dealt with by the same flexibility mentioned for campaign specifics. Having multiple version of a rule engine within an code base is a time honoured tradition, to deal with all sorts of situation where anything from payment schedules to legal requirements change over time or in x or y circumstances.
I think that you're overly simplifying a bit here. I'll use a very simple example. Suppose that you have powers A, B and C that have been errata-ed twice so far in Errata 1 & 2. You like the Errata version 1 of power A, Errata version 2 of Power B and the original version of Power C before any errata at all. Now remember each power was errata-ed twice so far so that there are 3 versions of each. The original version and once in each errata.
If I read your request correctly you would like a mechanic in the CB that would allow you to access each individual power, class ability, item etc... and choose which version of each you want. Talk about a nightmare to not only program and keep track of but you would need another utility to export your particular parameters so that your players won't have to spend hours matching their CB to yours.
I really don't think the ROI for such functionality would convince WotC or Hasbro to touch such a project. As wonderful as it would be.
