This power grants a +2 power bonus to attack rolls to the spirit companion, but the spirit companion is not a conjuration that attacks. It's always the shaman that attack through the spirit companion. The spirit companion is simple the origin of the power.
So this power should grant a +2 power bonus to attack rolls to the shaman when he or she use a power with the "spirit" keyword.
In the Effect line there is a similar bonus granted correctly to the shaman when he or she use a power with the "spirit" keyword.
There is another issue. Spirit Summons (Utility 10, PHB 2) conjure another spirit companion... while 1 spirit stay in the zone conjured by the power effect, the shaman can use the other to attack enemies outside the zone with the bonus to damage rolls. I think that this power should clarify that those bonus are granted just versus the enemies in the zone (or when the "spirit" powers are used through a spirit companion inside the zone).
