1. A way to make NPCs quickly, without going through the entire character process.
You're not supposed to make NPCs the same way you make PCs. The system for making NPCs is in the DMG and is significantly less involved than making a PC.
Then how about an adventure tool to quickly make npcs, keep track of campaign notes on those NPCs and background history for that NPC.

Void Defender Defends giving a penalty to hit anyone but him, then removing himself from play. Can get somewhat broken in epic. Scry and Die Attacking from around corners, while staying hidden. Moderate to broken, depending on the situation. Skimisher Fly in, attack, and fly away. Also prevents enemies from coming close. Moderate to Broken depending on the enemy, but shouldn't make the game un-fun, as the rest of your team is at risk, and you have enough weaknesses. Indestructible Simply won't die, even if you sleep though combat. Sir Robin (Bravely Charge Away) He automatically slows and pushes an enemy (5 squares), while charging away. Hard to rate it's power level, since it's terrain dependent. Death's Gatekeeper A fun twist on a healic, making your party "unkillable". Overpowered to Broken, but shouldn't actually make the game un-fun, just TPK proof. Death's Gatekeeper mk2, (Stealth Edition) Make your party "unkillable", and you hidden, while doing solid damage. Stronger then the above, but also easier for a DM to shut down. Broken, until your DM get's enough of it. Domination and Death Dominate everything then kill them quickly. Only works @ 30, but is broken multiple ways. Battlemind Mc Prone-Daze Protecting your allies by keeping enemies away. Quite powerful. The Retaliator Getting hit deals more damage to the enemy then you receive yourself, and you can take plenty of hits. Heavy item dependency, Broken. Dead Kobold Transit Teleports 98 squares a turn, and can bring someone along for the ride. Not fully built, so i can't judge the power Psilent Guardian Protect your allies, while being invisible. There's a search entry at the bottom of the menu for feats, powers, equipment, rituals, alchemy, and martial practices. What else are you looking for?
Those only work for names. I have to use the compendium to search for feats that let me do things while i'm bloodied, items help with saving trows, or pagaon paths that let me fly. Guess i could of been a bit more specific.

The Search function may also work better. If I write "Shield" it will give me in return the first feat whit the letters (!!) Shield presents, in this order. Including an hypothetical arkaSHIEL Defense. And only one. Plus, sometime it just did not find anything, despite the name searched being correct.
Instead, i would prefer to be able to choose the category (name, prerequisite, effect) where search for a specific world, and recieve in return ALL of the results containg it, and make not visible all of the others.
For example, I do not care less for the name. Instead I would like a feat for fighter (first search, prerequisites) that reguard shield (sub-search inside the first, effects). If I am not satisfied enough from this, I would like to add variables in the search, like # for any numerical value (in the example, by writing Shield # it should return all of the feats whit a description that contain the word shield and any one or more numbers) or * if I am unsure about a specific letter, like in Akro* fighting style.

I'd like it if there was a "party" level of construction, so things like a half-elf's +1 bonus to allies' Diplomacy could be added to everyone else in the party, and that sort of thing.
As a stopgap hack, maybe make those effects no-slot, no-cost magical items.
1. Option to expand class features and feats to full power cards. I had to look up Combat Challenge and Combat Superiority every session until I printed them out from the Compendium. Also the option to display universal actions like Bull Rush, Grab,
2. Ability to have House Rules that do something instead of just being text entries. One DM wanted to run an epic fantasy campaign where we all started with 36 stat points instead of 22 points, used Inherent Bonuses, and magic items were as rare as roc's teeth. Basically Athas level PCs out to save the multiverse. He should be able to create a Campaign "definition" file for all of us so we can create our PCs.
3. Ability to change the sorting of the Feat list (in particular) as well as the Magic item list, etc. Sometimes, I don't want my feats to be categorized. Sometimes I want them in one big huge alphabetical list. There are now so many categories that I don't even know where they'll be. If I've got a feat that requires Dwarf, Fighter, and 11th level, where's it going to be? Race? Class? Recommended? Paragon? Even if I know the name of the feat sometimes I can't find it!
4. The ability to add in powers, assign them keywords, and have the CB do *some* of the math.

It doesn't have to be perfect, but things you see in Dragon can take six weeks to get to the CB. The current House Rules stuff isn't versatile enough. I'd love to see something basic to at least give us something better than what we've got. I'm not looking for perfection immediately.
5. Ability to resize the frames in the program. Man, this annoys me. I've got a large, widescreen screen monitor at home, no matter what I do the screen space each frame takes is proportional to window size and font size. Sure, I can change the "zoom level" but that just makes everything bigger or smaller (it's about as useful as zooming in on a digital picture to get more detail). No matter what I do I'm wasting a huge amount of screen space and scrolling a whole lot, or I'm just scrolling a whole lot. Sometimes I want more room for the Compendium entry, or more room for the Power Choices list, or more room for the Checklist, which is full by the time you're level 10.
If the program is rendering pages the way I think it is, though (HTML and CSS), I'm betting this will be almost impossible to allow.
6. Same as #4 but for custom items, but this is much less an issue than powers. Also for custom races, classes, PP, and ED, but this is much much less an issue than powers.

da_chicken brings up a feature I would love to see. I'd really like the ability to add houserules into the application for use by characters. A screen where we could add feats, powers, PPs, EDs and items, where those custom features worked when added by a PC, would be a godsend.
