In the PHB, there's a 16th level Ranger Utility (Daily) called "Evade the Blow". Trigger is an enemy hits you. Effect is shift one square away from the enemy.
In the fluff it says "When your enemy launches his attack, you leap out of the way, leaving your foe to hit nothing but air."
Does this utility let you dodge an attack? Or do you simply get to shift one square and take the damage? If the former, great! If the latter, what's the point?

You left out the important part--what type of action?
It's an Immediate Interrupt, so it happens before the trigger and can potentially invalidate the trigger.
So you shift before the attack is resolved. If you're no longer in range of the attack, it fails.

Yes, it's an Immediate Interupt. It says:
When your enemy launches his attack, you leap out of the way, leaving your foe to hit nothing but air. Daily - Martial Immediate Interrupt Personal Trigger: An enemy hits you with a melee attack Effect: Shift 1 square away from the enemy.
It looks like an interesting Daily, then. I might have to take it. Thank you

But if the foe does have reach then you're still within attack range...

It doesn't need to. It never says they WILL miss either. They miss because you shifted away from them and are no longer within their reach. If they have a reach of 2 or more then that won't work (unless you're already at the limit of their reach and shift even further away).
Remember, fluff is meaningless from a rules perspective. The power gives you the ability to potentially "leap out of the way", it doesn't guarantee you will succeed in all situations.

Poorly written then. They should have stated clearly what happens in the effect with reach

Not poorly written. What happens is exactly what they say happens. Nothing but the fluff (which has no bearing on rules) says anything about the attack missing so there is no need to specify that an enemy with reach could still hit.
