Great build. I would add Fey Tactics at one point, to let an ally benefit from the fey step power.

You've got Str tied for your 2nd highest score at start. Str is my 2nd highest score and not the primary.
You've got a power that requires attack rolls and does damage from 11-15th and multiple ways to avoid doing that, but kept it anyway because you liked Battle Captain and didn't want to take Reserve until 16th. I've got a power that requires attack rolls and does no damage ever and don't generally intend to use except for situations where using other characters' basic attacks is impractical.

I'm perfectly comfortable violating intent with that kind of basis for it. This is CharOps after all...

Aside from Heavy Blade Opportunity, I see three feat alternatives when it comes to dealing with opportunity attacks:
1.) Ninth Legion Student from Martial Power 2, which allows you to use Direct the Strike as an opportunity attack, albeit at the cost of having to wield a shield and either a one-handed pick or a one-handed spear.
2.) Covered Retreat from Dragon Magazine #381, which provides a somewhat useful repositioning benefit, though it requires the Resourceful Presence.
3.) Deft Footwork from Dragon Magazine #368, but really, how can shifting 1 square instead of making an opportunity attack be useful by any stretch of the imagination?

For a whip-and-light-shield-wielding Tactical Presence warlord, the third of these would be the only possible option, much to our chagrin.

A question. I'm aware of how good the paragon path you chose is, but I was wondering if there are any decent paragon paths for this type of character that don't have a daily attack. Encounters are easy to get rid of, but the daily, not so much.

Nevermind . . . I had to swap up race, but I ended up going with a half-elf into Adroit Explorer. No attacks at all, no matter how far I go.

Your Taclord must NOT be a Battle Captain.  Far more effective for the lazy lazy commander is:

Guildmaster Thief (note that being MC rogue grants you access to the third non attack daily power (pre MP2 and that Class Act article) and also grants uilities like Sneak in the Attack, which further extend your 'you! Hit this guy!' niche).   Not only do you never make attack rolls, you also freely hand out your AP rolls to other people, thus granting more of your awesome AP benefits to party mates!

Admittedly you lose out the massive +to hit that comes from Battle Captain inspiring words, but since you are solely focusing on getting other people to do things, going 18 Int pre-racial is the way to go, which combines with Tactician's Word quite nicely to allow your inspiring words to at least give a nice boost, even if it's not the super mega boost that Battle Captain does.  And if your party mates all happen to be +hit monsters, Battle Captain might be overkill anyway.  (Not that ally party mates will be plus hit monsters.  Especially not Axe Wielding Barbarians.  But that's another story.)

Guildmaster Thief also asks that you take Cha as your secondary stat, so that you can grant the Flanking Damage bonus at level 16, which I think is a reasonable replacement of the Battle Captain +hit (at some point, damage is always useful, whereas +hit eventually is redundant), and that allows for my Gnome Warlord wielding a Non-Proficient Whip and wearing Non-Proficient Plate!

Hurrah for the lazy!

Could you post the original shaman|warlord/invoker build? Or would hybridising with shaman offer cool new options? I would love the hybrid flavor!

I'm actually thinking of going Githzerai for race instead of Eladrin because in PHB3 they actually get to choose between Dex and Int as the second stat bump. So 20 Int is still possible.

You do give up the teleport but get +2 Init and Iron Mind to help defend yourself. Also you get access to the paragon Feat Shared Danger Sense for an additional +2 to allies Init for a total of +8 along with Combat Commander. So you should go first alot.

Also you would be a being from the Astral planes telling lesser mortals what to do.

This build, by the way, is the best DMPC ever--making a meaningful contribution to the party, but letting the real PCs feel like they're doing all the work!
