Or does making them count as one that way not actually make them off-hand weapons that would work with the feature?

Short Sword/Short Sword will come out the same as Rapier/Short Sword as far as Shock Trooper goes. It bumps weapons with the off hand property, not weapons you are holding in your off hand. Not that it makes a huge difference since its not like you are spending a feat on rapier proficiency or anything.

Thought I would throw in a good word for Pathfinder. I have played an LFR Melee Ranger from 11 up to 25 and have stuck with Pathfinder the whole way. The extra move action (which can be turned into a minor attack) is a great for AP Novas; the Daily get another AP is a nice way to AP an extra fight; and the 2 extra healing surges help you avoid putting build points into Con. The temps when you hit your quarry are nice if you end up using your quarry much.

Is it pointless to hybrid runepriest to be able to deal 10 extra fire damage to every adjacent enemy after every attack?

How does that work? I'm not very familiar with runepriests beyond their basic features.

As you know, when you use a runic power, you choose a rune state. There is an alternate reward, L19 Rare, that allows a runepriest to choose a new rune state. This rune state causes you to do 10 fire damage to every adjacent enemy after every attack. So if you hit with 5 attacks, that is 50 damage to each adjacent enemy. With rangers it is very easy to have a nova that is 8 attacks. That would be 80 fire damage to each adjacent enemy.
One more thing, the rune state does not change or go away until you change it. However, the only way the reward will work is if you are a pure or hybrid runepriest.
They also have a daily, though it is save ends, that has the effect of +2 power bonus to damage rolls and it goes up by +1 per every attack from you or any ally.

Ah ok I found it: Rune of Fiery Might. Looks pretty awesome.
IMO Runepriest|Ranger with Serene Blade could be a good combination. The THP would be great for survivability, and you can boost Wisdom while staying in light armor.

RBA : +15 vs AC, 1d12 + 11 damages Twin Strike, +15 vs AC, 1d12 + 5 damages per attack
If i buy Freezing arrow +2 and attack with it, will he become like this ? RBA : +17 vs AC, 1d12 + 2d6 + 13 damages Twin Strike, +17 vs AC, 1d12 + 2d6 + 7 damages per attack

Yes, as long as your attacks without the arrow does not include any enchants. When you attack with the arrow you do not its enhancements you use them in place of, IIRC.
