This is my first attempt at a CharOP build, so please feel free to suggest anything or catch me on any mistakes.
Basically I wanted to exploit all the Avenger craziness with Brutal Barrage and a double weapon. I'm actually trying to miss with two of my brutal barrage attacks since Oath says you can use EITHER result of the 2 rolls, so I can then use Brilliant Recovery on 2 misses while still hitting with 2 attacks of BB to prone them. I can use Power Attack to take a -2 penalty to BB to make it easier to miss with 2 attacks, then switch it off after I miss with 2.
When I crit with my main hand, I get a free off-hand MBA (Eldrich Strike) which as far as I can tell is granted on every crit, so it's possible to have more than one granted per turn. If the target is also affected by Immortal Curse, I am granted another standard action to be used this turn or next. I also do max damage against my curse target.
Halo of Isolation & Halo of Warding allow me to get my oath most of the time without having to shift around, thus giving me two minors for two uses of BR. While adjacent to my oath (who will be standing up from prone instead of moving away) squares next to me will be difficult terrain (preventing shifting next to me) and I will get an OA (Eldrich Strike) on non-oath baddies trying to move next to me. If I hit, I can slide them 1 square away to spoil their fun.
First turn: Instant move (free action shift speed to target), free Oath (Vengeful Declaration), minor Bless Weapon, minor Whetstone (quickdraw free action to pull out), Standard Action, free Immortal Curse
*For the sake of DPR I'm going to assume this starts on the second turn after the target has been hit and is vulnerable cold and radiant and is cursed. Also assuming you are adjacent to the target*

DPR: For the sake of mathematical sanity, I'm going to assume missing with the first two BB hits (with 67% chance to miss), which means for the BR attacks that come after BB the target is prone and granting CA. Of course it's possible for the MBA to come after the second BB hit and therefore have CA for that, but I don't want to deal with it.
With Curse (All Max Dmg + granted Standard action from crit): I'm assuming a granted standard action from crits due to the insanely high probablility that one of the 4 attacks (6 attacks * 2 rolls ea w/ 2 planned misses) on the turn will be a crit at a 27.75% crit rate.
This DPR can be sustained on one target until it's dead, then the DPR without IC will apply to any other targets. I could probably include out of turn DPR like Forceful Reversal but I don't want to bother. BR could be augmented as well but that's also more calculations that I didn't want to deal with and wouldn't be that much extra DPR.

Well without rolling twice and not changing anything, it's still decent dpr and at least oath provides expanded crit range without stats for encounters without BW.
Recalculated DPR (with Aug 2 BR):
65% chance to hit w/o CA 75% chance with CA 85% chance with BR Aug 2 vs reflex 55% chance with PA activated
15% crit chance (BW)
Without curse: 277.3 DPR
With Curse: 423.2 DPR (assuming a 15% chance to crit and 60% chance of getting 1 crit out of 4 attacks, thus granting a standard action)
a slightly cleaner version of the langeweile's strangler rogue for level 6.
He is convinced that he's a human trapped under a curse, but will be a hero fighting all wrongs despite looking like a bugbear. The faeries around him that actually do all the work find it hilarious to help him. He's convinced that the golden chamberpot on his head is magical (it's not) and that the pointy stick with "rapier" engraved into it is indeed a rapier (it is... somehow.) The RP basis is that he's got a bunch of faeries playing a very long term and persistent trick on him, so the bugbear is insane, but is turned into a functional character through the manipulation of the fey around him. (Take the wild talent feat if you get expertise for free to represent the fey being useful.)
The basis of his build is that he gets CA against someone through flanking or cunning stalker or adaptable flanker or low slash (and if he can't get it then, he's allowed to call it a bad hair day and go home), marks one creature for free through hybrid nature's wrath, and then hits them with Riposte Strike. His 2 attack dailies both lock down enemies, as well as his utility 6 so the mark of finding is judged less than completely necessary. I will assume that enemies will choose to attack or move away (provoking) rather than violating mark, as the mark violation is more accurate.

The math for noble adept is kinda funky. Assuming a 5 round combat, and assuming that we'll be attacking twice a round, due to the catch-22 to be detailed later, we have to amortize it over 10 attacks. Therefore, we add an astonishing total of 3.5/10 or .35% to our accuracy, though in practice it'll work out to one attack hitting that would have otherwise missed. Since it can be used for allies (and ally buffs) it really should add more, but that moves beyond the work of this thread.
In long form, +14 attack bonus base, +3 for combat advantage (outweighing backstabber due to the requirement that we need to hit with our first attack to get our second to go off reliably), +0.35 for noble adept
Base accuracy: 1-( (15+6)-(14+3+0.35)-1)/20= .87, .82 for the riposte, .95 for warden's fury, .82 for OA
Riposte (dex) damage: 1d10+9+2d6+4+1 (crits of 2d12 which stings a bit) = 26.50 // 49.00 (on crits)
Ripost (str) damage: as above, but at -1 = 25.50 // 48.00 (shocking, really, that a -1 turns into a -1 on damage.)
Warden's fury damage: 1d10+9 = 14.5 // 32.00 (but they grant CA to everyone, which is just no fun at all for them)
.82*26.50+.05*49+.87*(.72*25.50+.05*48) = 42.24 with no charging, no mounts, no allies needed (but flankers are protected), no unusual item allotments, and most importantly, no need to spend a standard action grabbing the enemy. As a consqeunce of the build, you're incredibly sticky towards one enemy, and it's got quite a lot of growth potential.

The benefit here is the obscene increase in the static modifier from all the frost-cheese plus the bonuses from the punishing weapon. Assuming the power bonus increases by 1.5 every round (obviously rounded down when applied to damage, but the decimal is kept for subsequent rounds), and given that this striker is a 2 round striker (I feel so dirty), we can assume a power bonus of 1.5 to damage. (Given the preference of early rounds to late rounds, averaging 1 and 3 feels a bit much).
Variable damage: 1d10+3d8 // 3d6 (crit) Static Modifiers, -1 for the riposte: 6 dex +3 enh +3 shard of merciless cold + 5 brutal scoundrel + 2 whetstone + 1.5 power bonus weapon +2 gloves of ice + 5 lasting frost (set up with an encounter as necessary + 2 son of mercy + 3 silvery glow +2 LBE = 34.5
+3 1/turn from staff practice. (Not entirely happy with the choice, but... can anyone suggest better?) Accuracy = +20, +3 CA, +0.35 noble adept, same as above.
@Mog: You don't get to apply dailies in determining at-will DPR. While your numbers might be accurate for that one encounter, you will be much lower for the rest of the adventuring day.
well yes, the 4 or 5 attacks is the most important part. But punishing radiance means that every time I crit, every attack for the rest of the round, and every attack on the following round, all do +10 damage. And it stacks. So with 19% crit rate, I can assume that each time I attack I'll do +2 damage with every attack; so with 5 attacks per round, each attack gives +2 damage, per attack; so 2*5*5*2 = 100 DPR, just from punishing radiance. (The number is not actually quite this high, closer to 70, since if I crit on the third attack, then only 7 more attacks benefit from that particular instance of Punishing Radiance, instead of the optimal 9 attacks if I were to crit on the first attack).
And if you can show me a single feat (or item, or class feature, or anything) that adds 70 DPR by itself, I'll be impressed (even extra attacks, without all the extra stuff tacked on, are really only 30-40 DPR by themselves). Actually, that's misleading. Really it's the combination of high crit + multi attacks + stacking vulnerabilities; any one by itself is good, but altogether you get crazy.
As for how it's calculated, I do: Chance of getting a crit with a given attack. Multiply this by the chance of hitting with all possible follow-up attacks on this round, and the following round, multiply all of this by 10. (Due to my hit rate, this is almost the same as 10*crit rate*#of-follow-up-attacks).
Finally, I want to do a variant of this build that doesn't use thief of legend, but rather uses Star Favoured Champion; it won't have the attacks of opportunity, but it should get 3 MBA's on it's own turn. Final damage output will be lower, but since it won't require out-of-turn attacks (that are often theorized to trigger against an opponent that in reality is probably dead already anyway), I'll be happier with it. It will also kick in earlier than the Thief of Legend version. (Level 21 instead of 30) When I'll do this, I don't know.
