Just to be clear Xun, I was kidding. Or rather, I was mocking the opposing argument. Whether a DM can disallow material or not is a simple matter made very clear in the DMG. How he handles it is completely irrelevant really. These posts about friendship and talking it out make me think of holding hands and skipping over rainbows. Really, I'm touched that these guys are so concerned with how we handle our affairs and are motivated to make us better people and DMs.

Is it ok if we talk things over and I still don't let him play his favorite race/class combination? I mean... is the entire point simply that we must talk things over before my decision is made?
If you have a decent reason, and you work it out.
The entire "talk it over" thing isn't because we like discussion in its own right, it's aimed at trying to ensure that you actually have reasons for what you do, that your players know why, and you work out a solution that everyone can agree with.
If you have a world that dragonborn don't fit in, at all, in any way shape or form, you should be able to articulate why this is the case. You might work in the dragonborn mechanics in a non-scaley shape should the player desire (tattoed monk comes to mind as an excellent, exotic, yet still human method), or if you simply don't like the draconic vibe, a lizardmen race might make the cut. Or you just might have a good reason that the player understands which inspires a completely different concept, and you work from there without needing dragonborn.
The point is mutual respect, working together to have a good game.
If the player has taken an interest in a concept, fleshed out a character, and is excited to bring it to life, the DM should encourage that. If the DM has dreamed a world into being that is vibrant and lively for the playes to interact with, the players should encourage that. When there is dischord between the two concepts, both sides should work together to resolve it, because it is in their best interests to have a vibrant world full of exciting characters. The game is about the group as a whole, so find a way that everyone is having fun.
Point is; it is okay to change the setting, it is okay to change the character, it is okay to find a way for both to work fine. It is not okay to make the game not be fun, so find a way that everyone can enjoy. Flowers and bunnies and hugs and all that.

Nope. A real friend would do exactly that, because he'd realize how childish this hatred of yours is, and would try to help you overcome it.
And that same "real friend" would realize how childish your adoration of one particular fantasy arace is (perhaps bordering obsession?), and help you try to overcome it.
The amusing thing about this comment is that I'm actually indifferent to Dragonborn. I have yet to feel the urge to ever play one. So your "childish adoration" remark is just a wee bit offbase.
A person does not have to have an adoration or obsession with something to get annoyed with a DM abusing his privileges.

Yes, and I'm fairly certain that you may be surprised to learn that I normally begin my games by having my players draw up characters (with no limits) and then custom build the world around them and their backgrounds (including a couple to few individual sessions with each at what I refer to as level 0).

not abuse - in any sense - we covered this already. (as others have, as well).
What I find interesting, is that I'm arguing that preferences are EQUAL, yet you continue to disagree. Yet, when asked directly you stated you did NOT put a bias to the player. There is a contradiction there.
Through the ages, many would wonder "Does art imitate life or does life imitate art?" I wonder "Does the art of discourse on the internet imitate the art of discourse in life or does the art of discourse in life imitate the art of discourse on the internet?"
