Has that daily power, which effectively lets you use an encounter power you've already used or not expend the power when used by the ring after a milestone.

There are, but they tend to be specific to the racial power and thus easy to find by searching for the power in the Compendium.  The only generic racial power recovery I can think of off hand is the Steelsky Liberator PP, which can be used by dragonborn, genasi, or half-orcs to regain the racial power when they spend an AP.  Spiral Tactician PP will regain fey step when you spend an action point.  The Fey Beguiler's level 20 power will regain Fade Away.  Dragon Warrior and Elemental Warrior are epic feats to regain racial powers for Dragonborn and Genasi, respectively.  There are also some, like Inner Dragon, that let you reuse an expended racial power immediately when you AP.  May be more, but that's what a quick search comes up with.

If there's interest in these I can collect things for racial powers and add a new section in the OP for it.

Great job so far.

First two have been updated in the OP.

The Lich related ones are something I'm going to have to look up when I'm back with my books, since the Compendium doesn't seem to have the relevant info.  Additionally, none of those is likely to be applied to a PC; the undead graft is most likely, and even that is something only available by DM fiat.

It's starting to look like there is indeed interest in a racial power section and a channel divinity section, so I'm going to get started on those.  Feel free to mention options along those lines; it saves me having to hunt them down.

Please do tell in what ways can a Dragonborn regain his or her Dragon Breath in an encounter? I'm looking to build a Dragonborn Sorcerer/Ninefold Master/Some ED and abuse the hell out of Dragon Breath as an Arcane Encounter Attack Power, and I'd like to know all the ways in which I can regain the power in an encounter (to get a potential 2 attacks almost every round).

There's nothing Githzerai specific yet, though I wouldn't be surprised if there's something in PHB3 when it comes out.  Until then, search the op for things that let you regain an "encounter power" rather than an "encounter attack power" or the like; I did my best to make sure the wording was correct for those things that could regain any type of encounter power.  Those should be applicable to Iron Mind.
