Hey everyone, I played D&D maybe 7ish years ago and I cant remember much about it. I want to start playing again. Can anyone give me a starting point? I printed off a couple character sheets and am thinking about making a Gnome bard or ranger. Any help is much appreciated thank you.

Best advice I can really give is

Read the books a lot

Write down your powers and class feature on note book paper or cards just so you know all of the features and effect and don't have to keep flipping the book open

Forget everything you learned 7 years ago so many rules have changed you can't just go by the way things used to work

Starting points:

1)  Welcome back!  4e is very diff to previous eds, so you'll have to start from basics again.

2)  You can download the starter rules and Keep on the Shadowfell for free from this site.  do so.  Read.  Test play some of the encounters.

3)  Buy the PHB (and if you're going to DM, get hte DMG and MM).  You might also want to invest in the Dummies Guide to 4th edition, PHB2 and DMG2.  Read.  Lots.

4)  Download the demo version of the character builder and mess around with it.

5)  Read, contribute to the various forum threads here.  Join some of the forum groups on the website.

6)  Download and listen to the PvP podcasts.

7)  Talk to the people you're going to game with; or, if you haven't found a group yet, find a group to play with and talk to them!

I would also suggest paging back on a few of the fourums as some questions have been asked again and again and again.

"The rules for multiclassing" and "how classes that mark work" are very common
of course you may understand them right off

also this specific fourum is not the best place for rules questions any more should go to the rules fourum or the fourum for the class role that you don't get

It's a good time to be back!  Most definitely take a look at the 4th edition rules.  You actually have an advantage as far as those go, because you don't have so much unlearning to do.  Took me forever to unlearn 3rd.  However, 4th edition is a lot of fun, and is about the easiest D&D system to teach a group of newcomers.
