Okay I will change Winter Haunt into a conjuration and maybe add one more conjuration daily after we deal with Utilities. Utility powers come in many different flavors but the one thing we should stress is that the Necromancer never helps anybody; his minions do it for him. So quick summoning a zombie to take a blow is an idea or conjuring a specter to move around and scout could be cool. So let me know if you thought up any ideas and I will post up some of mine.

Alright then... how do these look as conceptuals?
Bone Shield Stirred by your dark magic, bones fling themselves through the air and lock together into a shield, absorbing a blow meant for you or an ally. *I'm thinking there are two ways to use this; one is to boost AC by +2 (or Int modifier, or whatever), the other is to have the next attack made against the target have its damage reduced by your Int modifier. Which do you think would work?
Spectral Eyes A ghostly eye appears at your command, ranging forth and allowing you to see what it sees. *Hmm... perhaps this conjuration/summon can see through concealment? Or maybe you can cast ranged spells so they originate from the eye's square?
That's all I can think of for this level, but would a valid idea for a higher level utility be a spell that creates a chair of bones and limbs, which can carry the Necromancer over difficult terrain and/or up vertical heights, and on level ground gives it a bonus to speed (or at least charging/running)?

Those look pretty good, and I'm glad I gave us a entry on the next level of Utilities. Once we have those two other Utilities, though, perhaps we should stop to assemble all of our powers so far into a single post?

Well I edited the class post with the two utilities you thought up and one that I did. For some reason my thought well is running dry on a last utility power that is low level. If you could think up of one more, that would be great. Also post any ideas you have for level 3 encounter powers.

Hmm... I think I have one, but I'm not sure at all what it would do. Are you at all familiar with Clive Barker's Undying? A FPS written up by horror author Clive Barker? Well, the Scry spell in that allows you to temporarily 'see the unseen', which can reveal all sorts of spooky effects (an empty room becomes covered in crazy writing, a family portrait reveals the head of the family decapitated and his siblings transformed into monsters, hearing the voices of one brother and his father as the child snaps at him and beats him to death with a pool cue)... perhaps that could be used as an inspiration for a Utility?
Flavorwise, the Necromancer is peering into the "Shadow Echo", the boundry between materium and shadowfell, to see what ghastly deeds may have been committed in the area... but I'm not sure what effect that would have, statwise. A bonus to certain skill checks, maybe? For example, an arcana check to see if the mutilations on the corpse were inflicted as part of a dark ritual, or a history check to learn why a haunt is occuring here?

Ghastly Truth You peer into the Shadow fell, catching a glimpse of the truthful horror that has befallen the area. Encounter Shadow Minor Action Personal Effect: You gain a +5 power bonus to your next Insight, Streetwise, or Knowledge check during this encounter
I think this will work out. I gave a general bonus to all Knowledge checks to cover Arcana, History and religion as well as some others. The bonus to Insight might be that you can see the gruesome truth when some lies to you and the Streetwise is that maybe you learn of the unwanted tragedy of the town or something.
If this works for you then I am up for level 3

That looks very good to me, nicely done- I didn't honestly think you could make anything from my deranged dribblings. Alright, level 3, here we come...
Bone Volley Ghostly archers materialise behind you, firing a barrage of bone arrows before disappearing again. *I'm thinking this will be "Target: 1 or 2 (or 1 or 2 or 3) Creatures" powers, rather than those "Initial Target: Secondary Attack" powers. Simple necrotic damage should work for this one.
Haunted Blade A weapon covered in dried blood rises from the earth and hovers in the air, attacking any who draw in reach. *A Conjuration effect where any enemy who is adjacent to the target square takes an amount of Untyped damage, due to the possessed weapon hitting them. I'm not sure it's possible for Conjurations to make Opportunity Attacks, but if it is, then it'd definately be appropriate for this one.
Cloaked Specter A terrible spirit, a formless thing of hate and ethereal shrouding, flies at your foe and grapples them, thrusting them in the direction you desire before dissipating. *Necrotic or Psychic damage with a Slide effect; sound reasonable to you?
Corpse Guardian A shambling dead thing stumbles to your side, crushing the enemy beneath its flailing fists should they approach. *A Summoning power that calls an animate corpse to the Necromancer. It can hit people and I'm thinking it can make a free attack on an enemy adjacent to it that makes an attack that doesn't include the Corpse Guardian- if that's balanced at this level, of course.

We already have a power that attacks like this with Mauling Zombie but I have an Idea to make this power unique as a daily.

Okay, we'll bump Haunted Blade and Corpse Guardian to level 5 Daily. And, you're right, we should add a death echo style power to this level. Maybe amp Cloaked Specter's power and make it one of the next level of Encounters?
For a Death Echo power, what about this?
Visions of the Hungry Sea Your enemies gasp and thrash their arms wildly, trying desperately to break the non-existant surface of the water. At your side, an off-white figure drools copious water from sodden lungs. *Close Burst power of Psychic Damage. Sound reasonable to you? Higher levels will probably have extra effects, but I'm not sure what effect this sort of Death Echo could have beyonds damage.
If it works, you think you can try and make the other two level 5 Encounter powers?
